III and after referring to State of Tamil Nadu v. Adhiniyam Educational and Research Institute , Osmania University Teachers' Assn. v. State of Andhra Pradesh , Kerala SEB v. Indian Aluminium Co. Ltd. , Preeti Shrivastava (Dr.) v. State of M.P. , expressed the opinion that it is the responsibility of the Parliament to ensure that proper standards are maintained in institutions for higher education or research throughout the country and also uniformity in standards is maintained. Thereafter Their Lordships adverted to the provision of the Chhattisgarh Niji Kshetra Vishwavidyalaya (Sthapana Aur Viniyaman) Sanshodhan Adhiniyam, 2002 Act and after referring to various provisions of the said Act in Para 60 held as under:
