In my considered opinion, this ground, though prima facie attractive, cannot be accepted in view of the ratio in the case of Industrial Syndicate Ltd. Vs. State of U.P., reported in 1976 RD 35 wherein it has been held that no reasons are required to be assigned while issuing a notification under section 6(1) of the Act.
