not apply to the Petitioners. Ph.D. benefit is an

for two additional increments for his Ph.D. degree which was

I have considered the submissions made by the learned
counsel for the parties. It appears that the acquisition of Ph.D.
degree
entitled
to another increment. In the present case, the respondent was
denied two advance increments even after earning Ph.D.
Degree.
