supersession of the 2013 Rules. On 28th June, 2021 the Utsashree online
transfer portal was introduced, to give an opportunity to teachers in
schools ... right to apply for transfers, including from Madrasahs to
Schools, through the Utsashree Portal, and under the 2015 Rules. On 22nd
February, 2023 an order
applied for general
transfer and the same was not accepted by the
Utsashree Portal.
The petitioner moved this Court in the first
round of writ ... quoted below: -
"You are aware that online transfer
through Utsashree portal has been
suspended temporarily vide Notification
School (H.S.),
Uttar Dinajpur for the subject "Sanskrit". Through
Utsashree portal she applied for transfer thrice as
would be evident from ... instant writ petition.
Mr. Biswas further submitted that, the
suspension of Utsashree portal by virtue of the said
executive direction dated September 29, 2022 read
School, initially applied for a transfer on special
grounds through the online Utsashree Portal. Although
the petitioner duly uploaded the transfer application on

Subsequently, the Utsashree Portal was suspended.

Utsashree Portal. After the said application was
forwarded to the school authorities, they issued ... pages 60-61 of the stay
application. In the midst thereof, the Utsashree Portal
was suspended and accordingly, his claim was illegally
kept in abeyance
