Section 22(3) in The Assam Accounts Service Rules, 1963

(3)25% of the total vacancies in the year of recruitment in the cadre of Assistant Accounts Officer shall be kept reserved for recruitment from the Ministerial Staff, viz., Upper Division Assistants and Lower Division Assistants of the Heads of Departments, Upper Division Assistants and Lower Division Assistants of different District Officers and Senior Accounts Assistants and Junior Accounts Assistants working in the Treasuries and Sub-Treasuries. Such recruitment shall be made by the Commission through a written examination at such intervals as the Appointing Authority may determine in consultation with the Commission, in accordance with the rules and syllabus prescribed in Schedule-V in these rules.
(a)The minimum educational qualification for the Departmental candidate, shall be a Degree in Arts, Science or Commerce and the upper age limit shall be 40 years on the first January of the year of recruitment;
(b)For being eligible for selection as departmental candidates, the candidates Shall be required to render at least 10 years of service in the cadre mentioned here in above and have minimum Accounts experience of 3 years in the offices mentioned above;
(c)The Assistant Accounts Officer who are recruited in the manner prescribed above shall also have to undergo a course of training and pass the Departmental Examination as mentioned in Rule 11.
