Section 51 in Andhra Pradesh Juvenile Justice (Care and Protection of Children) Rules, 2003

51. State Advisory Board.

(1)The State Government shall constitute a State Advisory Board. The term of the Board shall be for three years. The Inspection Committees are also the Advisory Boards at the District and City level under Section 62(3). These Boards shall hold at least two meetings in a year. These Boards shall also inspect the various Institutions or non-institutional services in their respective jurisdictions, obtain uninhibited feed back from the Children and make recommendation for the improvement of Institution/non-institutional services. The recommendations made shall be discussed by the Home Committees/concerned authorities and appropriate action taken thereon.
(2)The State Advisory Board set up under Section 62 of the Act shall consist the following:
(a) Minister in charge of Juvenile JusticeServices ... Chairman
(b) Secretary in charge of Juvenile JusticeServices ... Member
(c) Secretary, Education ... Member
(d) Secretary, Health ...Member
(e) Secretary, Home ... Member
(f) Secretary, Labour and Employment .... Member
(g) Secretary, Technical Education .... Member
(h) Secretary, Finance .... Member
(i) An Industrialist ... Member
(j) A Journalist ... Member
(k) A Representative of the Bank ... Member
(l) Two Social Workers/Representatives ofVoluntary Organisations ... Member
(m) Director/Commissioner in charge of JuvenileJustice Services ... Member/Secretary
(3)The State Advisory Board shall appoint a Treasurer, from among their members.
(4)The functions of the Advisory Board shall be as follows:
(a)To advise State Government on matters relating to the development of Juvenile Justice Services through various official and community based welfare agencies.
(b)To consider ways and means of mobilising human and material resources to ensure social justice to children coming in conflict with law and in need of care and protection.
(c)To issue guidelines for the development of facilities for education, vocational training and rehabilitation of various categories of children coming with the purview of the Juvenile Justice System.
(d)To serve as a forum for an effective co-ordination between various sectors of Child Development in dealing with the problems of children under the Act.
(5)The non-official members of the Advisory Board shall be appointed by the State Government on the recommendation of the Commissioner. The non-official members shall hold office for a term of three years from the date of appointment and shall be eligible for reappointment. The tenure of the non-official member may, be terminated by the State Government, without assigning any reason. Any casual vacancy among the non-official members shall be filled by the appointment of another non-official member, who shall hold office for the remaining period.
