Lack of facilities coupled with financial want has been the fate of many talented students who have proficiency in sports and games. To encourage the bodding sports talents, the State Government have decided to give financial assistance in shape of scholarships to the students both at the School and College for their diet, playing kits an standard equipment.

Considering the funds available for the purpose regular scheme cannot include all deserving students but it could atleast relieve some such sportsmen of some of their worries on a continued basis. The Scholarship in the view of the State Government is a token discharge of special obligation to Sportsman.

In pursuance of this objective the State Government have formulated the following Rules for administering the scheme for Sports Talent Scholarship to the students of Schools and Colleges.The Orissa Sports Talent Scholarship Rules, 2004Definition - 1. (a) These rules may be called "The Orissa Sports Talent Scholarship Rules, 2004".
(b)It shall come into force with immediate effect

2. In these rules unless the context otherwise requires :

(a) Student means : A regular student of any Government recognised educationalinstitution of the State.
(b) Director means : The Director of Sports Youth Service, Orissa.
(c) Government means : Government of Orissa in the Department of Sports and YouthServices.
(d) Financial year means : The period beginning from the 1st day of April and ending onthe 31st March following.
(e) Scholarship means : Annual financial assistance sanctioned by the Government inconsideration of the performance of the students in the field ofSports and Games.
(f) State Association means : A registered State Level Sports Body affiliated to OrissaOlympic Association and affiliated to concerned NationalFederation functioning for the promotion of different disciplinesof Sports in the State.

4. Objectives.

- To encourage the building Sports Talents and to assist them for further development of their standard, it is necessary to extend financial assistance to the students both at the School and College levels for nutritious diet and purchase of playing kits, equipment, etc.Scholarships :The Scholarships shall be of two types :
(a)Rs.2,000.00 per annum for every eligible School student
(b)Rs.3,000.00 per annum for every eligible College student.
(c)Maximum number of scholarship for School and College students shall be 180-
(i)90 for School Students
(ii)90 for College Students :
Provided that the Government shall have powers to change the rate as well as number of Scholarship in any financial year in consultation with the Finance Department.
(d)Provided further that, out of 90. nos of Scholarships in each School and College category, 15 Nos. of Scholarships including 5 girls, 20 Nos. of Scholarships including 7 girls, 24 Nos. of Scholarships including 8 girls and 31 Nos. of Scholarships including 10 girls shall be reserved for S.C. S.T., S.E.B.C. and General/Un-reserved category respectively. In case of shortfall of any eligible candidates in any category. Government may consider the applications of such candidates by relaxing the criteria for availing scholarship as mentioned under Rule 5-A of the Rule. As regards the shortfall, if any, in case of eligible girl candidates, the vacancies may be filled up by eligible boy candidates.

5. Eligibility.

- Scholarship will be awarded to the eligible students :
(a)Who must be studying in any recognised educational institution in the State of Orissa atleast for last one year or more.
(b)Who must have participated in the competition as mentioned under Rule 5-A in any one of the discipline under Rule, 5-B of the scheme.
(c)Who shall not be receiving any other scholarship/stipend for his/ her performance in Sports in the concerned year of scholarship and should not be a inmate of Sports Hostel, SAI/State Government, Centre of Excellency, etc.
(Sports Competition)

5A.

The student must have played in any one of the following sports competational Tournaments.
(i)State Level (Inter District) Sports competitions which must be open in nature in Sub-Jr./Jr./Sr. level age groups, organised by the concerned State Level Sports Association/Directorate of Sports & Youth Services, Orissa/Orissa Council of Sports.
(ii)National level or Zonal level (Inter-State) Inter-University/Inter State Schools/Inter State Rural Sports Competitions/Tournaments/ National Women Sports Festivals.
Inter-State Open Competitions on a particular discipline should have been organised by or organised under the auspices of concerned Federation at National level. Similarly, the Organising Agency for Inter State Schools Sports Competitions, Inter-University Sports Competitions, Inter State Rural Sports Competitions, National Women Sports Festival shall be organised by School Games Federation of India, Inter-University Sports Council and Sports Authority of India respectively.
(iii)State Level Inter-District/Inter College (+2 level) Sports Competitions organised by the concerned State Level Association and +2 Council of Sports, Orissa respectively.
(iv)State Level Women's Sports Festival/State Level Rural Sports Competitions orgnaised by Directorate of Sports & Youth Services or O.C.S.
(v)State Level Inter District Schools Sports Competitions organised by State School Sports Associations/State Schools Atheletic Associations.

N.B. - Candidates to be eligible for Scholarship should have participated in any one of the above category in any one of the competition under Rule 5-A within the preceding academic session i.e. 1st July of the previous year to 30th June of the current year of application for Scholarship.C. Selection Process :Selection of candidates is to be made in the order as mentioned below in separate Selection List to be prepared for all three categories i.e. SC/ST, Girls, Boys (General). Preference will be given to the candidates securing positions in individual events followed by positions in Team events in different age groups i.e. Sub-Jr./Junior/Sr. Level Competitions in the following manner
(i)National Level/Inter-State Open Sports Championship/Tournaments/ Women Sports Festivals.
(ii)All India/National Level/Zonal Level/Inter-University/Inter State Schools Sports Competitions/Rural Sports Competitions.
(iii)State Level (Inter District Open)/Inter District Schools Sports/ Inter District Rural Sports, Women Sports/+2 Inter College State Level Competitions.
N.B. - Invitation Competition/Exhibition Matches will not be taken into consideration.
(iv)While selecting the candidates observing the above procedure, if the number of eligible candidates for scholarship with identical achievement exceed the allotted number than the candidates with lower age shall be given preference.

(a)
(i)Soon after approval of the budget for the financial year, the Directorate of Sports & Youth Services will invite applications in the prescribed Form in Annexure-A for that financial year from the eligible students through open advertisement in the important local daily newspapers.
(ii)Applications for Scholarship received after the prescribed date are liable for rejection but in case there is a shortfall in number of eligible applicants, late applications may be taken into consideration.
b. The last date of receipt of applications shall be normally the end of October of the year. However, Government may extend the last date of receipt of applications as deemed necessary.c. Directorate of Sports & Youth (Services will prepare a list of applications received and submit the same along with the applications before a Committee consisting of officials of Directorate and Government constituted by Government from time to time. The Committee will scrutinise the applications as per the Rules and submit detail recommendations to Government regarding eligible students for award of scholarship. Thereafter, the Committee will return all the applications to the custody of Directorate.d. Government after considering the recommendation shall finally sanction the scholarship in favour of the selected students and the decision of the Government is final.

7. Mode of payment.

(a)On receipt of Government sanction and Selection of Scholarship holder the Director shall disburse the Scholarship to these students in shape of Bank Draft through the concerned Head of Institution.
(b)The Head of Institution shall collect the stamped money receipt from the recipients and submit the same to the Directorate within a month of the receipt of the Bank Draft.

8. Duration of Scholarship.

- The Scholarship awarded under these Rules shall be for a period of one financial year.

9. Discontinuation of the Scholarship.

- The Scholarship awarded under these Rules shall be discontinued at any time, if the awarded is found to be indulging in any act of habitual irregularity misbehaviour or other indisciplinary conduct inside the educational institution or outside, or if the information submitted in the application form is found to be false violating Rules.

10.

(a)Notwithstanding anything contained in these Rules, Government in Sports & Youth Services Department shall have the power to relax, revise, alter or modify the provisions of any of these rules, except in case of financial implications.
(b)In case of financial implications while revising the rules of the scheme, clearance from Finance Department is to be obtained.

This supersedes the Resolution issued in this regard vide No.9585-VCASP-30/81-C, dated the 21st November, 1981.

Important Instructions
(i)An applicant is required to submit one application for scholarship in the prescribed application form.
(ii)The application form should be properly filled up and signed in legible manner.
(iii)Photo/Xerox copies of all achievement certificates duly attested should be enclosed alongwith the Application form and the participation in the competitions/tournaments should be within the period of the preceding academic session as prescribed under Rule 5-B.
(iv)The Application duly filled in should reach the Office of the Director, Sports & Youth Services, Orissa, Nayapalli, Bhubaneswar-751012 latest by 30th October..
(v)All the xerox copies of certificates attached to the application must be signed by the applicant on the top.
Important NoteFor Head of The Institution who will issue The Verification Certificate
(i)Before signing the verification certificate the Head of the Institution must satisfy himself that the information given by the applicant is correct to the best of his/her knowledge and as per records of the Institutions.
(ii)For the above purpose, the Head of the institution should verify the original sports achievement certificate.
(iii)There should not be any over-writing/cutting/tempering in the certificate and the form to be filled up in all respect.
