Section 186(3) in Andhra Pradesh Panchayat Raj Act, 1994
(3)Save as otherwise expressly provided by or under this Act, the executive power for the purpose of carrying out the provisions of this Act, shall vest in the Chief Executive Authority who shall -(a)exercise all the powers and perform all the functions specially conferred or imposed upon him by or under this Act, or under any other law for the time being in force; and(b)lay down the duties of all officers and servants of, or holding office under [Zilla Praja Parishad] [Substituted 'Zilla Parishad' by Act No. 41 of 2006, dated 23.9.2006.] in accordance with the rules made by the Government.
