Section 18(3)(b) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

(b)No candidate, who is failure and is, otherwise, eligible for readmission in First Year Class Semester shall have claim to his seat unless he reports himself in person or in writing to Principal of the affiliated institution last attended before the start of the session and deposits the prescribed fee, but not later than the last date prescribed admission of regular students.
