Section 21 in The Orissa Statistics and Economics Service Rules, 1979

21. Seniority.

(1)The inter se seniority of officers appointed in any cadre of the service in any year shall be regulated in the following manner, namely :
(a)[ Officers appointed to the Service by promotion shall be ranked inter se in the order as would be finally decided by Government under Rule 7 (4)] [Substituted vide Orissa Gazette Extraordinary No. 1614/1989.];
(b)Officer appointed to the service by direct recruitment shall be ranked inter se in the order in which their names are arranged by the Commission; and
(c)As between officers referred to in Clause (a) above on the one hand and those referred to in Clause (b) on the other, the former shall in the year of recruitment be en block senior to the latter in that year.
(2)The seniority of officer appointed to the service in pursuance of Rule 4 both as amongst themselves and vis-a-vis officers under the administrative control of the Planning and Co-ordination Department at the commencement of these rules shall be as may be determined by Government in consultation with the Commission.Chapter-VI Departmental Examinations
