Section 4(1) in The U.P. Basic Education (Teachers) (Posting) Rules, 2008
(1)The blocks of rural areas as mentioned in Appendix-A appended to these rules have been identified as backward blocks on the basic of;(a)The average of Pupil Teacher Ratio (PTR) (based on data received from E.M.I.S. 2006). (The blocks having higher PTR than the average PTR of the district is taken as backward area); or(b)The distance between the headquarter of a block and the district headquarter measured in Kilometers. (The blocks having more distance than the average distance have been included into backward areas).
