1. Short Title.
- These rules shall be called the Tamil Nadu Municipal Corporations Engineering and Water Supply Subordinate Service Rules, 1996.2. Constitution.
- The service shall consist of the following categories of posts in Class 111 namely:-| ClassIII | ||
| Category 1 | Junior Engineer. | |
| Category 2 | Technical Assistant. | |
| Category 3 | Skilled Assistant (Grade-I) | |
| Category 4 | Skilled Assistant (Grade-II) |
3. Appointment.
- Appointment to the posts specified in column (1) of the Table below shall be made by the methods specified in the corresponding entries in column (2) thereof:-| Name of the Post | Method of recruitment |

| Junior Engineer | (i) By promotion from the holders of the postsof Technical Assistants |
| Technical Assistant | (i) By direct recruitment; and |
| (ii) By promotion from the holder of the postsof Skilled Assistant, Grade 1. | |
| Skilled Assistant, Grade I | (i) By direct recruitment; and |
| (ii) By promotion from the holder of the postsof Skilled Assistant, Grade II. | |
| Skilled Assistant, Grade II | (i) By direct recruitment; and |
| (ii) By promotion from the holder of the post ofCategories 1 to 6 in the Corporation Basic Service. |
4. Qualification.
- No person shall be appointed to the categories specified in column (1) of the Table below by the method specified in column (2), unless he possesses the academic and training qualifications specified in the corresponding entries in column (3) thereof:-| Name of the post | Method of appointment | Qualification |

| (ii) Must have worked for a period of not lessthan 5 years as Technical Assistant in the Office and in theWorks. | ||
| Technical Assistant | By direct recruitment | (i) Must possess a Diploma in Engineering; and |
| (ii) Must have passed the Departmental testprescribed for Corporation Service before completion ofprobation. | ||
| By promotion | (i) Must possess a Diploma in Engineering; and | |
| (ii) Must have worked for a period of not lessthan 5 years in different branches of the EngineeringDepartment. | ||
| Skilled Assistant (Grade I) | By direct recruitment | (i) Must have passed X Standard Examinationand shall possess an ITI Trade Certificate from an Instituterecognised by the Government of Tamil Nadu; and |
| (ii) Must have passed the Departmental Testprescribed for the Corporation Service before completion ofprobation. | ||
| By promotion | (i) Must have passed X Standard Examination andshall possess an ITI Trade Certificate from an Instituterecognised by the Government of Tamil Nadu; and | |
| (ii) Must have worked in the post ofSkilled-Assistant (Grade-II) for a period of not less than 5years. | ||
| Skilled Assistant (Grade II) | By direct recruitment | (i) Must have passed X Standard Examinationand shall possess an ITI Trade Certificate from an Instituterecognised by the Government of Tamil Nadu; and |
| (ii) Must have passed the Departmental Testprescribed for the Corporation Service before completion ofprobation. | ||
| By promotion | (i) Must have passed X Standard Examination andshall possess an ITI Trade Certificate from an Instituterecognised by the Government of Tamil Nadu; | |
| (ii) Must have passed the Departmental Testprescribed for the Corporation Service before completion ofprobation and | ||
| (iii) Must have worked for a period of not lessthan 5 years in the posts of categories to (6) of CorporationBasic Service. |
5. Ratio between direct recruitment and promotion.
- When appointment to a category of post is to be made by direct recruitment and by promotion, the appointment shall be made according to the following ratio-| Direct recruitment | Promotion | ||
