139. System of voting-symbol system.
(1)Voting at elections to a District Council shall be conducted by symbol system. The symbols to be utilised for the purpose shall be those as specified in Appendix IV to these rules.(2)At elections in every constituency where a poll is taken, votes shall be given be ballot in the manner hereinafter provided in these rules, and no votes shall be received by proxy.
