Section 54(1) in Rajasthan Transparency in Public Procurement Rules, 2013
(1)A bidder may withdraw, substitute, or modify its bid after it has been submitted by sending a written notice, duly signed by him or his authorised representative (authorisation letter be enclosed). Corresponding substitution or modification of the bid must accompany the written notice. The notice must be -(a)submitted in accordance with the bidding documents, and in addition, the envelope shall be clearly marked as "Withdrawal," "Substitution," or "Modification"; and(b)received by the person authorised to receive the bids or directly dropped in the bid box prior to the last time and date fixed for receiving of bids.
