Section 27 in Manipur International University Act, 2018

27. National and International Collaboration and other matters.

(1)The University may collaborate, tie-up and have any kind of agreement or understanding, enter into faculty or student exchange programs or credit sharing or co-certification or joint certification including use of syllabus, text books, training material, or use of the facility or use of infrastructure etcetera with any Indian or Foreign University/ Institute or Organization in whatever way it deems fit for the fulfillment of its objectives.
(2)The Chancellor may also appoint qualified Indian or Foreign Nationals / Scientists/ Academicians as Emeritus/ Special/ Research/ Honorary/ Visiting/ Meritorious/ Distinguished/ University/ Clinical/ Adjunct/ Teaching/ Collegiate Professor or as a Professor or with whatever name it may call it under special category with a rank and grade equivalent to that of Indian or University Professors. However all such posts and appointments under such special category shall be honorary and voluntary. All those appointees appointed under special category shall not be entitled to any kind of salary except some customary privileges including but not limited to travelling and housing allowances or honorarium as allowed as per the terms and conditions of appointment.
(3)The University may recognize the educational degrees/diplomas of any native or foreign University or of an educational institution, and may grant or fix the equivalency and standard of various degrees of the University with those degrees.
(4)The University may appoint its representatives, resident/ regional Commissioners or its Ambassadors in any region/ state or country for the purposes and objectives, it may deem fit.
(5)The University is hereby declared fit and eligible to apply from time to time for the appropriate membership category and it shall have cooperation and active association / membership with the University Grants Commission (UGC), the Association of Indian Universities (MU), the Council of Boards of School Education in India (COBSE), etcetera including all other such associations, councils, boards and related Chambers of Commerce and Industries.
(6)The University shall co-operate, coordinate and tie-up with various national and international educational bodies /organizations including apex professional bodies for creating various courses, quality content and educational programs etcetera.
(7)The University may sign cooperation agreement with all the Universities and other institutions in the State of Manipur which may include knowledge/ information sharing, facility / infrastructure sharing, dual degree, faculty/ student exchange etcetera.
(8)The University may start, acquire, venture, partner or own the Universities or Specialized Institutions in other parts of India and the globe subject to conforming to the rules and regulations of such place or territory.
(9)The University shall partner, tie-up or enter into an agreement with Indian Institute of Management's (IIM's) and Indian Institute of Technology's (UT's) for development of quality content and programs. The agreement may include knowledge/ information sharing, facility or faculty, sharing, dual degree programs and consultancy for developing a world-class School of Studies or anything mutually beneficial.
(10)The University may acquire or own any Trust, Society, non-governmental organization or entity registered under any enactment and the properties owned by them anywhere in the country for the attainment of its purposes and objectives.
(11)The University shall establish secured international seed and safety vault in the State of Manipur with such National and International collaboration as may be , required.
(12)The University shall be the founding member and host partner of the International Federation of Indian Universities. the International Free Universities Alliance, and the Federation of International Universities.
(13)The University shall establish a world class science observatory in the long term and shall offer short term courses on astronomy and its related sciences in association with the related professional bodies and shall obtain membership and guidance of the Astronomical Society of India and the International Astronomical Union.
(14)The University shall offer various academic titles and professorships such as Distinguished Visiting Professor, Visiting Professor, Emeritus Scientist, Senior Scientist, Junior Scientist, Emeritus Professor, International Fellow, National Fellow etcetera. This shall be a special initiative of the University to attract distinguished academicians/personalities for short term period to teach course in their area of expertise, foster multiculturalism, diversity, international exposure and academic excellence and also the development and evaluation of research, faculty development program/ seminar, conducting special course / expert workshops, developing grant projects. The University shall publish a separate set of rules and regulations for the same.
