68. Appointment of other non-teaching and ministerial staff.
(1)There shall be constituted a Selection Committee to select candidates for appointment to the non-teaching posts and Ministerial posts in the University.(2)The Selection Committee shall consists of-(i)The Vice-Chancellor - Ex-Officio Chairperson;(ii)The Secretary to Government in charge of Department of Rural Development of Panchayat Raj or his nominee not below the rank of Additional Secretary to Government, Department of Rural Development and Panchayat Raj ;(iii)One expert nominated by the Vice Chancellor;(iv)The Registrar;(v)The Director of Social Welfare or his nominee not below the rank of a Joint/Deputy Director;(vi)The Director of Backward Classes and Minorities or his nominee not below the rank of a Joint/Deputy Director;(vii)The Director of Women and Child Development or her nominee not below the rank of a Joint/Deputy Director.(3)The quorum for a meeting of the Selection Committee shall be four.(4)Such of the posts, are to be filled by direct recruitment shall be filled according to the Regulations from among persons selected by the Selection Committee in the order in which their names are arranged in the list prepared by the Selection Committee.(5)All appointments shall be made by the Executive Council and in the case of difference between the Selection Committee and the Executive Council; the matter shall be referred to the Chancellor, whose decision shall be final.(6)Notwithstanding anything contained in the preceding sub-sections appointments to posts in the University equivalent to Group `C' and `D' posts in the State Civil Services shall be made by the Vice-Chancellor in accordance with the Regulations to be framed for this purpose.
