Section 27 in Tamil Nadu Farmers' Management of Irrigation Systems Election Rules, 2003

27. Safeguards against impersonation.

(1)Every elector about whose identity is satisfied shall arrange to allow his left forefinger to be inspected and an indelible ink mark to be put on the back of the left forefinger on the ridge between the skin and the root of the nail.
(2)If any such elector -
(a)refuses to allow such inspection of his left forefinger; or
(b)refuses to allow an indelible ink mark to be put on left forefinger; or
(c)persists in doing any act with a view to removing any such mark after it has been put, he shall not be entitled to be supplied with any ballot paper or record his vote at the election.
(3)Any reference in this rule to the left forefinger of an elector shall, in case where the elector has his left forefinger missing, be construed as a reference to any other finger of his left hand and shall, in case where all the fingers of his left hand are missing, be construed as a reference to the forefinger or any other finger of his right hand and shall, in case where all his fingers of both hands are missing, be construed as a reference in such extremity of his left or right arm as he possesses.
(4)Normally at the time of issue of ballot paper to an elector as per the electoral roll, indelible ink mark is applied as referred in sub-rules (1) to (3) above. In the election to Farmers' Organisation, an elector may have voting rights in more than one Water Users Association. In such cases, an elector having land in more than one Water Users Association shall be supplied ballot paper after verifying his name in the electoral roll of that Water Users Association where he is voting irrespective of the elector having already indelible ink mark. If necessary, indelible ink mark shall be applied on the finger next to forefinger and so on.
