Rajasthan Civil Services (Special Selection and Special Conditions of Service of Principal, Vice Principal, Senior Lecturer and Lecturer in the District Institute of Education and Training) (Amendment) Rules, 2013Published vide Notification No. G.S.R. 34, dated 25.7.2013G.S.R. 34. - In exercise of the powers conferred by the proviso to Art. 309 of the Constitution of India, the Governor of Rajasthan hereby makes the following rules further to amend the Rajasthan Civil Services (Special Selection and Special Conditions of Service of Principal, Vice Principal, Senior Lecturer and Lecturer in the District Institute of Education and Training) Rules, 2005, namely:-

1. Short title and commencement.

(1)These rules may be called the Rajasthan Civil Services (Special Selection and Special Conditions of Service of Principal, Vice Principal, Senior Lecturer and Lecturer in the District Institute of Education and Training) (Amendment) Rules, 2013.
(2)They shall come into force with immediate effect.

2. Amendment of Rule 5.

- In Rule 5 of the Rajasthan Civil Services (Special Selection and Special Conditions of Service of Principal, Vice Principal. Senior Lecturer and Lecturer in the District Institute of Education and Training) Rules, 2005, hereinafter referred to as the said rules,' for the existing expression "Schedule-I", the expression "Schedule" shall be instituted.

3. Substitution of Rule 7.

- The existing Rule 7 of the said rules, shall be substituted by the following, namely.-"7. Tenure.-The posts of Principal, Vice Principal, Senior Lecturer or Lecturer shall be hold by an officer for a tenure of three years.

4. Amendment of Rule 8.

- In Rule 8 of the said rules, for the existing expression "Schedule-I", wherever occurring, the expression "Schedule" shall be substituted.

5. Amendment of Rule 9.

- In Rule 9 of the said rules, for the existing expression "Schedule-I", wherever occurring, the expression "Schedule" shall be substituted.

6. Amendment of Rule 1.

- In sub-rule (1) of Rule 12 of the said rules, for the existing expression "Schedule-I", wherever occurring, the expression "Schedule" shall be substituted.

7. Amendment of Rule 13.

- In Rule 13 of the said rules, for the existing expression "Schedule-I", the expression."Schedule" shall be substituted.

8. Amendment of Rule 14.

- In Rule 14 of the said rules,-(i)the existing sub-rule (1) shall he substituted by the following, namely:-
(1)The person appointed under the said rules shall draw pay in Running Pay Band and grade any admissible to the post as specified in column 2 of Schedule and other conditions relating to increase in pay on promotion and retirement benefits shall be applicable as in the parent cadre. No other or additional benefits will be given.
(ii)in sub-rule (2), for the existing expression "Schedule-I", the expression "Schedule" shall be substituted.

9. Amendment of Schedule.

- The existing Schedule-I and II appended to the said rules shall be substituted by the following new Schedule, namely:-

Degree Preference will be given to:1. Holder of thePh.D.2. Having experience of Research in education, TrainingTraining management and evaluation, Developing learning material(Print & Audio visual), Curriculum and text book development.
4 Lecturer (9300-34800) G.P. No. 13 (Rs. 4200/-) A person working as Lecturer in Senior SecondarySchool or equivalent post (RPSC Selected or D.P.C. Confirmed) Post Graduate with M.Ed. Degree, with 5 yearsteaching experience as Lecturer Preference will be given to:1. Holder of Ph.D.2. Having experience of: Research in education, Training,Training management and evaluation, Developing learning material(Print & Audio visual). Curriculum and text book development.
