Section 3 in The Assam Engineering (Public Works Department) Service Rules, 1978
3. Class, cadre, branch and status.
(1)The service shall consist of the following classes and cadres :(a)Class I (Senior Grade) : It shall include the cadres/posts-(i)Secretary, P.W.D.(ii)Deputy Secretary, P.W.D. equivalent to the rank of Superintending Engineer, P.W.D.(iii)Chief Engineer, P.W.D.(iv)Additional Chief Engineer, P.W.D.(v)Superintending Engineer, P.W.D.(vi)Director, Road Research Laboratory.(vii)Senior Architect in the rank of Superintending Engineer, P.W.D.(b)Class I (Jr. Grade) : It shall include the cadres-(i)Under-Secretary equivalent to the rank of Executive Engineer;(ii)Executive Engineer, P.W.D.(iii)Architect.(iv)Research Officer, Road Research Laboratory, P.W.D.(v)Assistant Executive Engineer/Assistant Director-cum-Assistant. Executive Engineer, Road Research Laboratory.(vi)Deputy Architect, P.W.D.(vii)Assistant Engineer.(viii)Assistant Architect(ix)Assistant Research Officer, R.R.L.(2)The Service may also include-(a)any post equivalent to a post in any of the cadres mentioned in sub-rule (1); and(b)any cadre or post subsequently laid down by Government to be included in a cadre of service.The post of Assistant Chief Engineer/Additional Executive Engineer/Research Officer are included in the cadre of Executive Engineer.(3)The cadres of Superintending Engineers, Executive Engineers, Assistant Executive Engineers and Assistant Engineers may have distinct Branches namely, Civil, Mechanical and Electrical and each Branch may be deemed to be a separate Cadre.(3-A) The posts in cadres, (iii) and (iv) (Senior Grade) mentioned in sub-rule (1)(a) shall be borne in the civil branch unless specifically created for any other branch, as may be considered necessary.
