Section 14A(3) in The Bidhan Chandra Krishi (Viswavidyalaya) Act, 1974.
(3)The Finance Committee shall -(a)maintain a watch over the progress of income and expenditure provided for in the budget and shall from time to time make such reports to the Executive Council as it thinks fit on any matter affecting the finances of the University,(b)advise the Executive Council on any financial matter that may be referred to it,(c)scrutinise the annual audited accounts of the University and submit the same to the Executive Council,(d)examine the budget estimates including supplementary and revised estimates framed by the Comptroller before the budget is presented to the Executive Council, and(e)meet at such times and in such places as it considers necessary, provided that it shall hold meetings at least once in every two months besides emergent meetings.
