Section 14A in The Bidhan Chandra Krishi (Viswavidyalaya) Act, 1974.
14A. [ Finance Committee - (1) The Finance Committee shall consist of the following members, namely] [Section 14A inserted by W.B. Act of 1981.]: -
(i)the Vice-Chancellor, who shall be the Chairman;(ii)the Secretary, Department of Finance, Government of West Bengal;(iii)the Secretary, Department of Agriculture, Government of West Bengal;[* * * * *] [Clause (iv) omitted by W.B. Act 21 of 1996.](v)one person with experience in financial matters nominated by the Chancellor out of a panel of names, submitted by the Vice-Chancellor, of persons who are not members of the Executive Council;(vi)three members of the Executive Council, other than ex-officio members, nominated by the Chancellor;(via)[ the Deans of the Faculty for Post-graduate and Undergraduate Studies] [Clauses (via) to (vic) inserted by W.B. Act 21 of 1996.];(vib)[ the Director of Research] [Clauses (via) to (vic) inserted by W.B. Act 21 of 1996.];(vic)[ the Director of Extension Education] [Clauses (via) to (vic) Inserted by W.B. Act 21 of 1996.];(vid)[ the Director of Farms] [Clauses (via) to (vic) Inserted by W.B. Act 21 of 1996.];(vie)[ the Registrar] [Clauses (via) to (vic) Inserted by W.B. Act 21 of 1996.];(vii)the Comptroller, who shall be the Member Secretary.(2)(a)The members nominated under clauses (v) and (vi) of sub-section (1) shall hold office for a period of three years from the date of nomination.(b)If a vacancy arises in the Finance Committee in respect of the member nominated under clause (v), the Chancellor shall nominate another member from the panel who shall hold office for a full period of three years from the date of nomination.(3)The Finance Committee shall -(a)maintain a watch over the progress of income and expenditure provided for in the budget and shall from time to time make such reports to the Executive Council as it thinks fit on any matter affecting the finances of the University,(b)advise the Executive Council on any financial matter that may be referred to it,(c)scrutinise the annual audited accounts of the University and submit the same to the Executive Council,(d)examine the budget estimates including supplementary and revised estimates framed by the Comptroller before the budget is presented to the Executive Council, and(e)meet at such times and in such places as it considers necessary, provided that it shall hold meetings at least once in every two months besides emergent meetings.
