Section 71 in Haryana Urban Development Authority Act, 1977
71. Staff.
(1)The State Government may appoint six suitable officers respectively as the Chief Town Planner, Chief Engineer, Controller of Finance, Secretary, Estate Officer and Manager Estate of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] from Haryana [Shehri Vikas Pradhikaran] [Substituted 'Urban Development Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] or concerned department of State Government, who shall exercise such powers and perform such duties, as may be prescribed by regulations or delegated to them by Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] or its Vice-Chairman.(2)Subject to such control and restrictions, as may be prescribed, the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] may appoint from the cadre of the employees of the Haryana [Shehri Vikas Pradhikaran] [Substituted 'Urban Development Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] or on deputation from the departments of the State Government such number of officers and other employees including experts for technical and legal work, as may be necessary for the efficient performance of its functions and may determine their designations and grades.(3)The officers and other employees of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] shall be entitled to receive from the fund of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] such salaries and allowances, as may be determined by regulations made in this behalf.(4)The exercise of any powers or discharge of any duties or functions by any officer or other employee shall be subject to such restrictions, conditions and limitations, if any, as may be laid down by the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] and shall also be subject to its control and supervision.(5)The Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] shall not have any cadre of its own employees and the employees of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] shall belong to a cadre of Haryana [Shehri Vikas Pradhikaran] [Substituted 'Urban Development Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.].(6)No person who has, directly or indirectly, by himself or through his partner or agent, any share or interest in any contract by or on behalf of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.], or any employment under, by or on behalf of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] otherwise than as an officer or employee thereof, shall become or remain an officer or employee of the Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.].(7)It shall be lawful for the State Government or any officer authorised by it in this behalf to transfer any person holding any post in Haryana [Shehri Vikas Pradhikaran] [Substituted 'Urban Development Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] Service from one Local Development [Pradhikaran] [Substituted 'Authority' by Haryana Act No. 28 of 2019, dated 2.8.2019.] to another.
