Section 39(1) in The Orissa Boiler Operation Engineers' Rules, 2000

(1)In addition to the subjects specified for examination of 2nd Class Certificates of Proficiency under these rules, the examiners for 1st Class Certificate of Proficiency shall, inter alia, satisfy themselves that the candidate for 1st Class Certificate of Proficiency has sufficient knowledge and practical experience in the following subjects, namely
(a)Types of boilers in common use
(b)Heat transfer as applicable to Boiler Technology, three modes of heat transfer, conductance and resistance, steady and unsteady state of heat transfer, combination of heat transfer mechanism, heat transfer surface arrangement; parallel flow, counter flow, and cross flow, effect of lanes, tube spacing, tube diameters, effect of oil or scales, insulations and heat loss;
(c)Boiler circulation system, natural circulation forced circulation and assisted circulation. Design criteria of circulation system, factors affecting circulation and circulation ratio;
(d)Combustion, heat of combustion, ignition, temperature, combustion calculation, excess air losses in combustion system, design of furnaces, P.f. fired dry to bottom furnace, slag type furnace and oil fired boiler furnace, fuel firing techniques.;
(e)Thermo dynamics of steam, reversible and irreversible process, entropy, carnot cycle, Rankine cycle and regenerative Rankine cycle;
(f)Coal processing and handling preparation and utilisation of pulverised coal. Type of pulverises, factors affecting milling plant performance, systems, coal feeders, fire and explosion in mill circuit;
(g)General operating features of fuel oil system, trouble shooting of automister/oilguns;
(h)Characteristics of different fans-Axial, Impulse, Reaction and Radial and their use for different purposes;
(i)Advantage in using Air heaters, Advantages Rangenerative Vs. Recoperative, Trouble shooting with air heaters, Operation and maintenance;
(j)Function of electro static precipitators, their principles, operation problem and trouble shooting;
(k)Safety valve troubles and their remedies eg. leaking of safety valves, incorrect popping pressure; blow down adjustment, spindle getting bent, hand up, simmer and buzzing, flutter or slight boundering when closing;
(l)Function of soot blowers, types and their purposes, long, retractable soot blower, Half retraceable soot blower wall deslagger, Rotary blowers, pre-commissioning and post-commissioning requirements, superheaters, desuperheaters, reheaters and economiser, H.P., bipass system;
(m)Feed water treatment, boiler water treatment, silico control, chemical cleaning and stand by protection of high pressure boilers, priming and foaming of boilers, carry over in steam and the corrective measures adopted, chemical dosing procedures and effect;
(n)Operation and testing of instruments and controls in boiler plants. Feed water control, combustion control, pulverized fuel firing and milling plant, control systems, furnace draught control, steam temperature control, Utility of data logging, problem reporting and trouble shooting;
(o)Efficiency test of boilers and calculation of various heat lesses;
(p)Emergency operation of boilers and the minimum precautions to be taken before resorting to such operation;
(q)Sub-critical and super critical boilers, once through boilers, fluidised bed boilers;
(r)Materials used in boiler components and its pipings; and
(s)Welding techniques and weld defects :-
