Section 3 in Tamil Nadu Private University Rules, 2019

3. Application for establishment of a Private University.

(1)Any sponsoring body desirous to establish a Private University shall make an application to the Government, in the Form annexed to these rules along with a detailed proposal containing an outline of the purpose and vision of the proposed Private University.
(2)Application for the establishment of a Private University shall be accompanied by a Project Report.
(3)Application shall be signed by the person authorised to authenticate instruments on behalf of the sponsoring body.
(4)The sponsoring body shall submit seven hard copies and one soft copy of the proposal along with requisite annexures, enclosures, undertakings and declarations.
(5)No application, referred to in sub-rule (1) of rule 3 above, shall be entertained, unless a fee of Rs.12,00,000/- (Rupees Twelve lakh only) is paid into the following Head of Account of Government of Tamil Nadu :-"0202 - 01 - 103 - AH 227 05"Provided that a portion of the fee amounting to Rs.6,00,000/- (Rupees Six lakh only) shall be refunded to the sponsoring body, if the Government decides to reject the application under Section 8 of the said Act.
(6)On receipt of the application from the sponsoring body, the Secretary to Government in-charge of Higher Education Department, shall refer it to the Expert Committee. The Expert Committee shall examine the proposal and may call for such other information from the sponsoring body, as it may deem necessary.
(7)The Expert Committee shall make recommendation on the establishment of Private University to the Government. The Government shall take a decision on accepting or rejecting the proposal or seek modification of the proposal or additional information.
(8)The Secretary to Government in-charge of Higher Education, shall inform to the sponsoring body about the decision of the Government on the proposal through a Letter of Intent, a Letter of Regret, or a letter seeking modified proposal or additional information, as the case may be.
