Section 4 in Rajasthan Civil Services (Medical Attendance) Rules, 1970

4. Treatment at Government Hospital as Indoor/Outdoor patient etc.

(1)A Government servant who-receives medical attendance and treatment at a Government hospital as an indoor patient shall be entitled to the following concessions :-
(a)[ [(i) Accommodation in the Government Hospital as classified below, shall be provided free of charge, subject to availability:- [Substituted vide Notification No. F. 12(12) F.D. (Gr. 2)/82 dated 23-9-1989 [1-9-1988].]
Pay Slab Class of Accommodation
(a) Rs. 25,000/- or above Deluxe or Cottage Ward.
Rs. 14,000/- or above but below Rs. 25,000/- Cottage Ward.
Below Rs. 14,000/- but below Rs. 6,600/- Rental Ward of the lowest category.]
(ii)If the class of accommodation to which a Government servant is entitled to under sub-clause (i) above is not available, accommodation of a higher class may be provided if the admission of patient can not be delayed without danger to his health. The Superintendent/ Principal. Medical & Health Officer of the hospital shall record this fact in the appropriate hospital records.
(b)Ordinary nursing facilities available in a Government hospital.
(c)Free diet in case of Government servant whose pay does not exceed [Rs. 9000/- per month] [Substituted 'Rs. 3600/- per month' by Notification No. G.S.R. 95, dated 12.9.2008 (w.e.f. 19.2.1970).] if arrangements exist for dieting patients.
(d)Free medical attendance and treatment as provided in rule 3.]
(2)Treatment at Government hospital as out-door patient. - A Government servant who receives medical attendance and treatment at a Government hospital as an out-door patient shall be entitled to concessions provided in rule 3.
(3)Treatment at residence. - If the Authorised Medical Attendant is of opinion that owing to absence or remoteness of suitable hospital or to the severity of the illness, a Government servant can not be given treatment as provided in sub-rule (1) and (2) of this rule, he may receive medical attendance and treatment at his residence under rule 3.
(4)Admissibility of Travelling Allowance to ailing Government servants in certain circumstances. - (i) If a Government servant falls ill at a place which is not the Headquarters of the Authorised Medical Attendant, he shall be entitled to travelling allowance as on tour except the halting allowance for the journey to and from such headquarter provided that he does not undertake journey for attendance by a dentist or an occulist. In case the condition of the ailing Government servant is so serious that he cannot be carried to the headquarters of the Authorised Medical Attendant in any conveyance, the Authorised Medical Attendant attending the patient at his residence shall be entitled to Travelling Allowance as on tour for forward and return journey from his headquarters to the place of residence of the ailing Government servant under Travelling Allowance Rules.
(ii)If the Authorised Medical Attendant is of opinion that the condition of the patient is so serious or of special nature as to require medical attendance by a specialist medical officer other than himself, he may send the patient to the nearest specialist or other medical officer concerned. The ailing Government servant sent to another, station from the headquarters of the Authorised Medical Attendant shall be entitled to Travelling Allowance as on tour without any halting allowance for the forward and return journey from and to the headquarters of specialist or other medical officer. An attendant escort accompanying the patient under written instructions from the Authorised Medical Attendant for the safety of the patient shall also be entitled to Travelling Allowance on the scale admissible to the Government servant himself on tour without any halting allowance. In case a Government servant travels by air or in air-conditioned class for this purpose, the travelling allowance shall be limited to travelling allowance admissible to him for journey by rail (except in air-conditioned coach)/Road under Rajasthan Travelling Allowance Rules, as on tour without any halting allowance.
