Section 35 in The Uttar Banga Krishi Viswavidyalaya Act, 2000
35. Appointment of Teachers.
(1)A Teacher in the rank of Professor or of Reader of the University shall be appointed by the Executive Council on the recommendation of a Selection Committee consisting of -(a)the Vice-Chancellor as Chairman;(b)the Dean of the concerned Faculty and the Director of Research or the Director of Extension Education, depending upon the primary assignment of the post to be recruited;(c)three external members not holding any office of profit under the University, having special knowledge of the subject which the Professor or the Reader will teach or work, of whom two shall be the nominees of the Chancellor and one shall be a nominee of the Executive Council.(2)A Teacher of the University, other than a Teacher in the rank of Professor or of Reader, shall be appointed by the Executive Council on the recommendation of a Selection Committee consisting of-(a)the Vice-Chancellor as Chairman;(b)the Dean of the concerned Faculty and the Director of Research or the Director of Extension Education, depending upon the primary assignment of the post to be recruited;(c)three external members not holding any office of profit under the University, having special knowledge of the subject which the Teacher will teach or work, of whom one shall be a nominee of the Chancellor and two shall be the nominees of the Executive Council.(3)Four members shall be a quorum for a meeting of the Selection Committee for the posts in the rank of Professor and Reader of the University where at least two expert members shall be present, and three members, of whom one shall be an expert, shall be a quorum for a meeting of the Selection Committee for the posts in the rank of Lecturer of the University.(4)If, due to any reason, the majority members of the Executive Council do not accept the recommendation of a Selection Committee, it shall refer the recommendation back to the Selection Committee with reasons for reconsideration and if the majority members of the Executive Council do not accept the reconsidered views of the Selection Committee, the matter shall be referred to the Chancellor with reasons and the decision of the Chancellor thereon shall be final.
