Research Assistant, Class III, in the Directorate of Economics and Statistics (Special Competitive Examination) Rules, 2015Published vide Notification No. GS/45/AAK/102013/578/S, dated 9.12.2015Last Updated 2nd November, 2019Notification No. GS/45/AAK/102013/578/S. - In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules to provide for regulating the method of Special Competitive Examination for the promotion to the post of Research Assistant, Class III, in the subordinate service of the Directorate of Economics and Statistics, Gujarat State, namely:-

1. Short title extent and commencement.

- (i) These rules may be called the Research Assistant, Class III, in the Directorate of Economics and Statistics (Special Competitive Examination) Rules, 2015.
(ii)They shall come into force on the date of their publication in the Official Gazette,
(iii)They shall apply to the persons who are eligible to be appointed by promotion to Research Assistant, Class III under clause (b) of sub-rule (1) of Rule 2 of the Research Assistant, Class III, in the Directorate of Economics and Statistics Recruitment Rules, 2010 (hereinafter referred to as "the recruitment rules").

2. Definition.

- In these rules, unless the context otherwise requires -
(a)"Appendix" means an Appendix appended to these rules;
(b)"Board" means the Gujarat Subordinate Services Selection Board (GSSSB), Gandhinagar;
(c)"Director" means the Director of Economics and Statistics, Gujarat State, Gandhinagar;
(d)"Examination" means the Special Competitive Examination held by the Board under these rules for the purpose of promotion to the post of Research Assistant, Class III, of persons specified in clause (b) of sub-rule (1) of Rule 2 of the recruitment rules.
(e)"Government" means the Government of Gujarat.

3. Eligibility to appear in the Examination.

- A Statistical Assistant, Class III, working in the subordinate service of the Directorate of Economics and Statistics, who possesses the requisite qualifications and experience for promotion to the post of Research Assistant, Class III, in the subordinate service of the Directorate of Economics & Statistics, under the recruitment rules, shall be eligible for-admission to the examination.

4. Statement showing particulars of candidates.

- The Director shall send a statement showing the particulars of the eligible candidates desiring to appear at the examination to he held in that year to the Board before the 1st February every year.

5. Application to appear in Examination.

(a)
(i)The eligible candidate who desires to appear at the examination shall apply to the Director in the Form as specified in Appendix-II along with such fees as may be determined by the State Government from time to time, in the form of crossed Indian Postal Order drawn in the favour of "Director, Directorate of Economics and Statistics.
(ii)The Director of Economics and Statistics, Gandhinagar shall verify the particulars of the application form and certify for eligibility of the candidate to appear at the examination in form as specified in Appendix-III,
(b)The fees once paid shall not be refunded or held over for the subsequent examination.

6. Holding of Examination.

(1)The Board shall hold the examination ordinarily in the month of September every year at Gandhinagar,
(2)The Candidate shall have to appear at the examination at their own expenses,

7. Syllabus of Examination.

- The examination shall comprise of 4 (four) papers as specified in the Appendix-I and the syllabus for each Paper shall be such as is specified against it in the said Appendix-I. Each Paper shall carry the number of marks as shown in the said Appendix-I. Paper 4 shall be of three hours and other papers shall be of two hours duration.The examination of Paper 1 to 3 shall consist of Multiple Choice Questions (MCQ) and each of one mark with negative marking system i.e. 0.25 mark shall be deducted for each incorrect answer based on above syllabus, Official Writing Methods (Non-Secretariat), Gujarati and English portion of Paper 4 which shall be descriptive. Answers of Paper 4 shall be required to be given in English or Gujarati, as per the instructions given in the question paper, Scratching, overwriting, tick mark and multiple answers shall be considered as incorrect answers.

8. Medium of Examination.

- The medium of examination shall be Gujarati, except the English portion of Paper 4,

9. Qualifying standard for passing Examination.

- The qualifying standard for passing the examination shall be as determined by the Board from time to time but it shall not be below 50 per cent marks in each paper.

10. Publication of result.

- The Board shall publish the result of the examination in the manner as may be decided by it. The result shall be communicated to the Directorate of Economics and Statistics, Gujarat State and also to the General Administration Department which shall publish it in the Official Gazette,

11. Mark sheet and Re-checking of marks.

(a)A candidate, who desires to have his marks of the examination rechecked, may apply to the Board along with such fees as may be fixed by the Board for each paper within a period of fifteen days from the date of declaration of the final result of the examination.
(b)A candidate, who desires to have his mark-sheet of the written examination, may apply to the Board along with such fees as may be fixed by the Board within a period of fifteen days from the date of declaration of the final result of the examination.

12. Prohibition to use certain devices in Examination Hall.

- A candidate shall not be allowed to carry with him any of electronic communication devices like cellular phone, calculator, pager in the examination hall etc.

13. Conduct and Regulation of Examination.

- The Board shall regulate all matters relating to conduct of examination, appointment of examiners, papers setters, payment of remuneration, etc. in accordance with the procedure adopted by it and the Government orders on the subject, if any,

14. Promotion and posting of successful candidates.

- The Director shall promote such persons whose names have been shown as successful candidate in the result published under Rule 10, as Research Assistant, Class III, in the order of merit who are otherwise eligible for promotion in accordance with the recruitment rules to the post of Research Assistant, Class III, in the subordinate service of the Directorate of Economics and Statistics, Gujarat State and appoint them in the different Departments offices according to requirement.Appendix I[See Rule 7]Syllabus for the Special Competitive Examination for promotion to the post of Research Assistant, Class III.
