Section 7(1) in Jharkhand Juvenile Justice (Care and Protection of Children) Rules, 2017

(1)The Board shall perform the following additional functions, namely:
(i)whenever necessary, the Board shall provide a translator or interpreter or special educator who shall be paid not less than Rs.1500 per day and in case of translator, not exceeding Rs.100 per page. For the said purpose, the District Child Protection Unit shall maintain a panel of translators, interpreters and special educators who shall forward the same to the Board, the qualifications of the translator, interpreter and special educator shall be as prescribed under the POCSO Act, 2012 and rules framed there under;
(ii)wherever required issue rehabilitation card in Form 14 to the child in conflict with law to monitor the progress made by the child;
(iii)wherever required, pass appropriate orders for re-admission or continuation of the child in school where the child has been disallowed from continuing his education in a school on account of the pendency of the inquiry or the child having stayed in a Child Care Institution for any length of time;
(iv)interact with Boards in other districts to facilitate speedy inquiry and disposal of cases through due process of law, including sending a child for the purpose of an inquiry or rehabilitation to a Board in another district or State;
(v)inspect Child Care Institutions for children in conflict with law, issue directions in cases of any noticeable lapses, suggest improvements, seek compliance and recommend suitable action, including against any employee found in dereliction of duty to the District Child Protection Unit;
(vi)maintain a suggestion box or grievance redressal box in the premises of the Board at a prominent place to encourage inputs from children and adults alike which shall be operated by the nominee of the Principal Magistrate;
(vii)ensure smooth functioning of Children's Committees in the Child Care Institutions for children in conflict with law, for realising children's participation in the affairs and management of such Child Care Institutions;
(viii)review the Children's suggestion book at least once in a month;
(ix)ensure that the Legal cum Probation Officer in the District Child Protection Unit and the State or District Legal Aid Services Authority extends free legal services to a child; and
(x)deploy, if necessary, the services of student volunteers or non governmental organisation volunteers for para-legal and other tasks such as contacting the parents of child in conflict with law and collecting relevant social and rehabilitative information about the child.
(xi)Take suitable action for dealing with unforeseen situations that may arise in the implementation of the Act and remove such difficulties in the best interest of the child;
(xii)Take notice of violation of section 24 of the Act and pass appropriate directions to the person or authority causing or responsible for such violation and to ensure that the disqualification stands removed;
(xiii)Principal Magistrate of the Board shall be deemed to be Registrar of Births under Registration of Births and Deaths Act, 1969 in relation to children under its jurisdiction and shall issue Birth certificated based on age determination carried out by the Board, if such Birth Certificate does not exist already. A copy of such birth certificate shall be kept in the record of Board and a copy shall be provided to the child. No fees shall be charged from the child for birth registration; Provided that State Government shall take necessary steps to establish linkages between Board and the Office of concerned Registrar of Births and Deaths in this regard within six months from such rules coming into force and may issue a procedure to be followed by all concerned.
(xiv)On receipt of a written complaint by the Committee in respect of any offence having been committed against a child in need of care and protection, Board shall pass appropriate orders within 15 days from receipt of such written complaint and a copy of such order shall be sent to the Committee concerned for its information and record;
(xv)Board, on its own motion or on oral or written request made by or on behalf of victim, may grant financial assistance or victim compensation, as may be the case, to be paid from the Juvenile Justice Fund or under any other scheme in force in this regard.
(xvi)Every Board which has a jail situated in the area under its jurisdiction, shall at least once in a month carry out inspection of that jail/jails under Section 8(3)(m) of the Act. Such inspections shall be carried out in FORM prescribed for this purpose and within three days from such inspection, such form shall be submitted to the State Legal Services Authority. State Legal Services Authority shall verify the status of the cases mentioned in the FORM from the concerned court on whose orders the identified person has been kept in the Jail and if it is found that no age inquiry has been conducted by the concerned Court in the case, then it shall intimate the concerned court to carry out an age determination as per section 94 of the Act and if any person is then found to be a child on the date of commission of offence, then that case will be transferred by the Court concerned to the Board having jurisdiction over that case and the child shall be immediately ordered to be produced before the Board by jail authorities;
