The Tamil Nadu Municipal Corporations Engineering and Water Supply Service Rules, 1996

1. Short title.

- These rules shall be called the Tamil Nadu Municipal Corporations Engineering and Water Supply Service Rules, 1996.

2. Constitution.

- The service shall consist of the following categories in Class I and Class II namely:-
Class I      
  Group-I    
    Category 1 City Engineer.
  Group II    
    Category 1 Executive Engineer.
Class II      
  Group-I    
    Category 1 Assistant Executive Engineer.
  Group-II    
    Category 1 Assistant Engineer

3. Appointment.

- Appointment to the posts specified in column (1) of the Table below shall be made by the methods specified in the corresponding entries in column (2) thereof:

City Engineer (i) By promotion from the holders of the post ofExecutive Engineer; or
  (ii) By deputation from the holders of the postof Engineer in other Municipal Corporations or from GovernmentService.
Executive Engineer By promotion from the holders of the post ofAssistant Executive Engineer.
Assistant Executive Engineer By promotion from the holders of the post ofAssistant Engineer and Junior Engineer.
Assistant Engineer By direct recruitment.

4. Qualification.

- No person shall be appointed to the categories specified in column (1) of the table below by the method specified in column (2), unless he possesses the qualifications specified in the corresponding entries in column(3), thereof:-

City Engineer By promotion Must have worked as Executive Engineer for aperiod of not less than 3 years in the Corporation, and for aminimum period of one year in the post of AssistantCommissioner (Ward Office).
By deputation Must have atleast two years of service beforehis age of superannuation.
Executive Engineer By promotion Must have worked as Assistant ExecutiveEngineer for a period of not less than two years in theCorporation main office and for a period of not less than threeyears in the Ward Offices.
Assistant Executive Engineer By promotion Must have worked as Assistant Engineer, JuniorEngineer for not less than one year in the EngineeringDepartment of the Corporation main office and for a period ofnot less than three years in the Ward Offices.
Assistant Engineer By direct recruitment (i) Must possess a degree in Engineering orTown Planning from a recognised University; and
(ii) Must have passed the department testprescribed for the Corporation before completion of probation.

5. Ratio between direct recruitment of Assistant Engineers and appointment of Junior Engineers by promotion.

- For the purpose of filling up of the vacancies in the posts of Assistant Executive Engineers, the posts of Assistant Engineers and Junior Engineers shall be considered as a single category. The ratio of appointment of Assistant Engineer by direct recruitment and by promotion from the post of Technical Assistant to the post of Junior Engineer shall be 3 :1.

6. Promotion.

- Promotion to these posts shall be made in accordance with seniority and appointment on deputation shall be made only when no qualified person is available in the Corporation Service.

7. Tests and Training.

- The holder of any post under these rules, in addition to the Tests and Trainings prescribed for the posts under these rules will have to pass such other Test or undergo such other training that may be prescribed by the Government in the form of an order, from time to time.

8. Savings.

- Nothing contained in these rules shall adversely affect any person holding any of the posts referred to in these rules on the date of coming, into force of these rules.
