Research Officer in the Gujarat Statistical Services, Class II (Special Competitive Examination) Rules, 2015Published vide Notification No. GS/46/AAK/102013/579/S, dated 9.12.2015Last Updated 2nd November, 2019Notification No. GS/46/AAK/102013/579/S. - In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules to provide for regulating the method of special competitive examination for promotion to the post of Research Officer in the Gujarat Statistical Service, in the Gujarat State Service of the Directorate of Economics and Statistics, Gujarat State, namely :-

1. Short title, extent and commencement.

(1)These rules may be called the Research Officer in the Gujarat Statistical Services, Class II (Special Competitive Examination) Rules, 2015.
(2)They shall come into force on the date of their publication in the Official Gazette.
(3)They shall apply to the persons who are eligible to be appointed by promotion to the post of Research Officer, Class II, under sub-clause (b) of clause (A) of Rule 3 of the Research Officer, in Gujarat Statistical Service, Class II, Recruitment Rules, 2012 (hereinafter referred to as "Recruitment Rules of 2012").

2. Definitions.

- In these rules, unless the context otherwise requires,-
(a)"Appendix" means the Appendix appended to these rules;
(b)"Commission" means the Gujarat Public Service Commission (GPSC);
(c)"Director" means the Director of Economics and Statistics, Gujarat State, Gandhinagar;
(d)"examination" means the Special Competitive Examination held by the Commission under these rules for the purpose of promotion to the post of Research Officer in the Gujarat Statistical Service, Class II, of persons specified in clause (b) of Rule 3 of the said recruitment Rules of 2012;
(e)"Government" means the Government of Gujarat,

3. Eligibility to appear in Examination.

- The persons working as Research Assistant, Class III, as specified in Appendix-I possessing requisite qualifications as specified by sub-clause (b) of clause (A) of Rule 3 of the Research Officer in the Gujarat Statistical Service, Class II, Recruitment Rules, 2012 shall be eligible to appear at the examination conducted under these rules.

4. Statement showing particulars of candidates.

- The General Administration Department shall send a statement showing the particulars of the eligible candidates desiring to appear at the examination to be held in that year to the Commission before the 1st February every year.

5. Application to appear at Examination.

(1)A person who is eligible under the Recruitment Rules of 2012 intends to appear at the examination shall apply in the Form as specified in Appendix III along with such fees as may be determined by the State Government, in the form of crossed Indian Postal Order drawn in favour of the Secretary of the Commission.
(2)The Director shall verify the particulars of the application submitted by the applicant in the prescribed Form and certify the eligibility of the candidate in the "Certificate of Eligibility" as specified below the Form in Appendix III.
(3)The fees once paid shall not be refunded or held over for the subsequent examination.

6. Venue and month of examination.

- The examination shall ordinarily be held at Ahmedabad or Gandhinagar. The candidate shall be required to attend the written examination and interview test at their own expenses.

7. Mode of Examination and Syllabus.

(1)The examination shall consist in two parts as under:
(i)Written Examination consisting of four papers, and
(ii)Interview Test.
(2)The syllabus of the examination and details of papers shall be as specified in Appendix II.

8. Medium of Examination.

- The medium of examination shall be Gujarati except paper 2, The medium of examination for paper 2 shall be English.

9. Qualifying standard for passing Examination.

(1)The candidate who obtain such minimum qualifying marks as may be fixed by the Commission, in the written examination shall be called for the interview test. The number of candidate to be called for the interview test shall be about the thrice the number of vacancies advertised. The interview test shall carry fifty marks without any minimum qualifying marks.
(2)The marks obtained by the candidate in the written examination and the interview test shall determine their final ranking.

10. Publication of Result.

- The Commission shall publish the result of the examination on its web site and in other manner as may be decided by it. The result shall be communicated to the Directorate of Economics and Statistics, Gujarat State, and also to the General Administration Department which shall publish it in the Official Gazette,

11. Promotion and posting of successful candidates.

- On the basis of the result declared under Rule 10, the successful candidate shall be promoted as Research Officer, Class II, in the order of merit who is otherwise eligible to be promoted under the said recruitment Rules 2012, in the different Departments/Offices.

12. Mark-sheet and Rechecking of marks.

(1)A candidate, who desires to have his marks of the Examination rechecked, may apply to the Commission along with such fees as may be fixed by the Commission for each paper within a period of fifteen days from the date of declaration of the final result of the examination,
(2)A candidate, who desires to have the mark-sheet of the written Examination, shall apply to the Commission along with such fees as may be fixed by the Commission within a period of fifteen days from the date of declaration of the final result of the examination.Appendix I[See Rule 3]

Note. - 1. The standard of Gujarati Paper shall be equivalent to Gujarati subject (Higher Level) of twelfth standard of Gujarat Secondary and Higher Secondary Education Board.

2. The standard of English paper shall be equivalent to English subject (Lower Level) of twelfth standard of Gujarat Secondary and Higher Secondary Education Board.

3. The standard and the syllabus of Paper IV shall be of a degree level.

4. The syllabus of each of the paper shall be such as may be prescribed and notified by the Commission.

5. The question papers shall be of conventional type.
