Section 1 in The Integration of Medical and Health Services Scheme, 1970

At present health conditions in the State are looked after by three different branches of the Health Services-(1)Medical.(2)Public Health.(3)Family Planning.'Medical' deals with the curative side and both 'Public Health' and 'Family planning' service look after the preventive side. This compartmentalisation has its inherent drawbacks. On the basis of experience gained it has now been decided to integrate the administrative set up with a view to achieve complete integration of the Medical, Public Health and Family Planning Services to ensure better co-ordination of work at all levels. This will also be in accordance with the recommendations of the Health Survey and Planning Committee appointed by the Government of India. The integration of the administrative set up will be on the principles indicated below :(1)With effect from the 1st May, 1970 there will be one unified cadre of Health Services to be designated as "Orissa Medical and Health Services".(2)The Civil Surgeon of each district will be re-designated as the Chief District Medical Officer and would discharge the duties and functions of the Civil Surgeon, District Health Officer and District Family Planning Medical Officer as used to be done by these officers heretobefore. He will be assisted by three officers designated as Assistant District Medical Officer (Medical), Assistant District Medical Officer (Public Health) and Assistant District Medical Officer (Family Planning). The post of the Chief District Medical Officer will be borne in Class I corresponding to the present status of the Civil Surgeon and those of the Assistant District Medical Officers in Class II Selection Grade of the cadre. In the District of Cuttack there is a post of Additional Civil Surgeon in Class I service and in New Capital there is a post of Superintendent for the Capital Hospital in the rank of Civil Surgeon. These two posts will be redesignated as Additional District Medical Officer, Bhubaneswar, respectively. The Additional District Medical Officer, Cuttack will function according to the status quo of the present Additional Civil Surgeon and the Chief Medical Officer, Bhubaneswar will function as ex officio Superintendent of the Hospital and independently deal with the matters relating to the Capital Hospital.(3)In course of integration the existing office of Civil Surgeon and District Health Officer and District Family Planning Medical Officers will be amalgamated into one office with three wings.(4)The Chief District Medical Officer will continue to be a practising post. The Assistant District Medical Officer (Medical) and the Additional District Medical Officer (Medical), Cuttack, who will be in-charge of the District Headquarters Hospitals will be allowed private practice at the District Headquarters only. The Chief Medical Officer, Bhubaneswar will be a practising post. Assistant District Medical Officers, Public Health and Family Planning will be non-practising posts and they will draw non-practising allowance in lieu of private practice.(5)The Assistant District Medical Officer (Medical) will look after the District Headquarters Hospital and such other work on the medical side as may be entrusted to him by the Chief District Medical Officer. Similarly the Assistant District Medical Officers, Public Health and Family Planning will look after the Public Health and Family Planning work in the district respectively under the control of the Chief District Medical Officer.(6)Interchangeability of officers to Medical and Public Health and Family Planning posts will be ensured at regular intervals.(7)The Chief District Medical Officer will submit proposals in respect of Medical and Family Planning directly to the Joint Director of Health Services (Medical) and Joint Director of Health Services (Family Planning) respectively. In respect of Public Health, he will submit necessary proposals to the Joint Director of Health Services (Public Health) through the Regional Assistant Directors.(8)The Assistant District Medical Officer of the combined cadre when posted to non-practising posts will be allowed non-practising allowance as per the rules in force on the subject.(9)Concession of rent free accommodation or house rent allowance in lieu thereof will be admissible as per rules in force on the subject.(10)In the cadre of the Assistant Surgeons there will be two gradation lists as follows ;(i)Assistant Surgeon with M.B.B.S. qualification will form one list, and(ii)The Assistant Surgeons with the qualification of L.M.P., L.M.S., L.M.F. and D.M.S.M. will form another list, in the combined cadre.(11)Refreshers' Course for a period of six weeks will be given to the Medical Officers of the combined cadre in the three Medical Colleges of the State at a regular interval of five years.(12)A candidate to be eligible for promotion to the Selection Grade will have at least two years of service in each of the Medical, Public Health and Family Planning wings.(13)Recruitment rules for the integrated cadre will be framed separately.(14)This Scheme of integration will come into force with effect from the 1st May, 1970.
