Section 3(5) in Chhattisgarh Agricultural Cattle Preservation Rules, 2014

(5)Any person, who wants the license under sub-rule (2) and who is aggrieved by the order of the concerned District Collector, then he may file application for revision within 30 days from the date of receipt of order before the Divisional Commissioner. The Divisional Commissioner may call for and examine the record for the purpose of satisfying himself as to the correctness, legality or propriety of any order passed by the Collector or others and may pass such order which he considers appropriate and justified. The order passed by the Divisional Commissioner shall be final and no appeal shall lie to any Court.Explanation. - (a) Each heard of Agricultural cattle shall not contain more than 25 Cattles at the time of transportation on foot. No Agricultural cattle shall be transported if the Distance, time, rest interval and temperature for the such Agricultural cattle is more than limit prescribed in the following table,-

(b)If the transporter is a farmer or cow foster, then it shall be necessary for him to produce a copy of Voter ID card or Aadhaar Card or Job Card of MNREGA as his identity proof for the purpose of sale/purchase of the Agricultural cattle. A concerned farmer or cow foster shall not transport more than five Agricultural cattle at a time.
(c)It shall be necessary to ensure nutritional food/fodder, drinking water and appropriate rest during the transportation of Agricultural cattle in any circumstance. Transportation on foot of Cattle shall be prohibited before sunrise and after sunset from July to February and from 11.00 noon to 5.00 after noon from March to June. After drinking of water, 20 minutes rest shall be given before starting of transportation on foot of each Agricultural cattle and in the case of fodder one hour rest shall be given before starting transportation on foot.
(d)Any Agricultural Cattle shall not be transported on foot in case of heavy rain, storm, famine or muggy.
(e)While transporting through railway or any other vehicle, minimum space of two square meter per cattle shall be ensured as a protection from stampede, etc. Pregnant cows and buffaloes shall not be transported with other animals.
(f)There should be sufficient facility of air in vehicle during transportation of Agricultural cattle. Transporting Agricultural cattle in completely closed vehicle shall be a punishable offence.
(g)Health certificate of the Agricultural cattle issued from the Veterinary Assistant Surgeon shall be required by the seller or purchaser prior to sales/purchase of the Agricultural cattle in any Gram Panchayat/Nagar Panchayat area or Cattle market/fair of the State of Chhattisgarh.
