45. Mr. Moitra next submitted that the directions of the Supreme
Court for hearing of the Writ petition cannot be mechanically followed by
the High Court. It is also argued that, what the Supreme Court can do
under Article 32 of the Constitution of India, the High Court is not
empowered to do under Article 226. Reliance in this regard is placed on
the decision of the SC in the case of State of Punjab Vs. Sunder Singh
reported in (1992) 1 SCC Pg 489.
