Section 334 in Bihar Board's Miscellaneous Rules, 1958

334. Supply and sale of maps.

- The following rules for the supply and sale to the public of village settlement maps, skeleton and detailed thana maps and thana lists should be observed in those districts in which copies of such maps are available.These Rules relate to maps which are intended for sale to the public and do not apply to maps supplied to the District Officer for administrative purposes. These latter should on no account be sold. The district maps are kept in stock for sale in the Survey Office, Gulzarbagh, and their prices are fixed by the Director of Land Records and Surveys:-
(a)Village settlement maps, skeleton and detailed thana maps and thana lists will be supplied to the Collectors by the Director of Land Records and Surveys. The price fixed for the sale of village map is [annas twelve per copy of each sheet.] [New Paise.] The price of the skeleton and the detailed thana maps is [eight annas and one rupee] [New Paise.] [four annas per sheet] [New Paise.] respectively and that of a thana list, which is an index to the skeleton thana map, is rupee one per copy.
(b)The main depot for maps supplied for sale will be the headquarters of each district, but some copies of maps of villages and thanas situated within each sub-division should be kept for sale at the sub-divisional office also.
(c)The maps will be kept in the custody of the Collectorate or sub-divisional Nazir. In the case of thana maps they should be kept unfolded and between stiff covers; and separate bundles should be made, one for each thana, the name of the thana being written on the board. To enable the maps of a particular thana being found out at once, a ticket, bearing the name of the thana, should be hung outside each bundle attached to it by a piece of tape. In regard to the village maps, the maps of villages in each thana should be kept in separate bundles serially arranged according to the thana number-all maps of the same village being kept together unfolded and between stiff covers; and a ticket, bearing the thana number and name of the village to which the maps in the particular bundle relate, should be hung outside the bundle attached to it by a piece of tape. In case of village maps consisting of more than one sheet, similar arrangements should be made to keep in separate subsidiary bundles copies of the same sheet, the village thana number and the sheet number being written on stiff cover (e.g., 2/1, 3/2, 5/1, 5/2, 5/3, etc., the numerators showing the village thana number and the denominators showing the sheet number) and corresponding tickets being hung outside each subsidiary bundle attached to it by a piece of tape. The Nazir will maintain Registers 91 and 92 which should be balanced quarterly. The supply received and the stock balance should be entered in red, ink, and the sales in black.The Nazir keeping the registers should see that, before they are opened, type-written copies of the instructions (at the foot of the forms of registers) are pasted inside the covers of the respective registers.
(d)Applicants for copies of maps will obtain them for cash direct from the Nazir, who will give receipts for the price paid, preserve the duplicate receipts and remit the money to the treasury to be credited under "Sale of cadastral maps."
(e)There will be a quarterly verification between the treasury and the nazarat stock account of maps, and the Treasury Officer will certify in the account that the sale-proceeds, as entered, have been duly credited in the treasury.
(f)The Deputy Collector in charge of the nazarat will examine the stock account of maps at the close of each quarter and will see that all new supplies have been duly entered, that the account of sales has been properly made up, that the certificate of Treasury Officer has been given.
He will also annex to the half-yearly return mentioned in rule (i) below a certificate in the following form:-"Certified that the stock account of maps and lists as shown in the return to be in hand on the 20.................................. has been duly verified and found correct. The Treasury Officer has also given a certificate that the sale-proceeds, as entered, have been duly credited in the treasury."
(g)When the stock of a particular sheet is found to be nearly exhausted, the Nazir is personally responsible for reporting the fact to the Deputy Collector in charge of the nazarat, who will report to the District Officer.The District Officer should then, except in case of maps which are about to become obsolete, indent for a fresh supply from the Deputy Director of Surveys, Bihar. These subsequent supplies should be shown in the registers prescribed and maintained under rule (c) above and also in the next half-yearly returns which District Officers have to submit under rule (i) below. The cost of supplying these additional copies is met from the provision made in the budget of the Bihar Survey Office. If this is not sufficient, in any year, to cover the cost, the Director of Land Records and Surveys should apply for special provision.
(h)
(i)A Gazetted officer, other than the officer incharge of the Department, appointed by the Collector, will also check the stock of the balance of maps in hand each year according to the scale prescribed below:-

The officer will certify on the account as to the correctness or otherwise of the balance in hand in the following form :-

Note. - It is essential that the maps of those villages which are excluded from verification in one year should be checked in the following year or years so that the maps of all the villages in stock are verified in rotation.
(ii)The result of this verification may be of great use to the District Officers in furnishing the half-yearly return of maps, prescribed in rule (i) below. Some of the District Officers may therefore, prefer to do checking in April or in October. But neither of these months is entirely suitable, the weather being very hot in April in most districts and the first fortnight of October is not infrequently a period of heavy rains. It is, therefore, left to the Commissioner to fix the month in which the verification in each District is to be carried out, provided that the work is not allowed to interfere with touring.
(i)The Director of Land Records and Surveys and the Deputy Director of Surveys, Bihar should be supplied by District Officers within the month following the half year to which the return relates, with a consolidated half-yearly return No. LVII, in the form given at the end of this Chapter, in respect of village, skeleton and detailed thana maps and thana lists. The Director of Land Records should verify the supply of maps and list. He should also verify the amounts realised by sale during the half year as shown in the return with those brought to credit in the district cash accounts, which will be communicated to him by Accountant General monthly by treasuries.
"The District Officers should send to the Deputy Director of Surveys, Bihar a list of village maps sold during the half year along with the return mentioned above."
(j)The amount of security of the nazirs may, if necessary, be increased by District Officers on the principles laid down in Chapter X.
