On 31st July, 1970, it was announced in the Lok Sabha that Government had decided to grant statehood to Himachal Pradesh and a Bill to give effect to that effect would be introduced in Parliament as early as possible. On the 3rd September, 1970, the House was informed that the necessary Bill in this behalf would be brought forward in the next session of Parliament. The State of Himachal Pradesh Bill, 1970, seeks to establish a new State of Himachal Pradesh comprising the territories of the existing Union territory of Himachal Pradesh and makes the necessary supplemental, incidental and consequential provisions in relation to the establishment of the new State including representation in Parliament and in the State Legislative Assembly.The notes on clauses explain in detail the various provisions of the Act., - Gazette of India, 11-12-1970, Pt. 1. Short title.
This Act may be called the State of Himachal Pradesh Act, 1970.2. Definitions.
