Andhra Pradesh Special Protection Force Rules, 2000Last Updated 17th January, 2020In exercise of the powers conferred by section 21 of the Andhra Pradesh Special Protection Force Act, 1991 (Act 25 of 1991) read with the proviso to article 309 of the Constitution of India and of all other provisions hereunto enabling the Governor of Andhra Pradesh hereby makes the following Special Rules for the Andhra Pradesh Special Protection Force Service.

1. Short Title.

- These rules may be called the Andhra Pradesh Special Protection Force Rules, 2000.

2. Constitution.

- The service shall consist of the following classes and categories of posts, namely:Class -ACategory - 1: Deputy Inspector General, Special Protection Force (Non-Cadre).Category - 2: Commandant or Additional Commandant, Special Protection Force.Category - 3: Assistant Commandant, Special Protection Force.Category - 4: Inspector, Special Protection Force.Class -B (Technical)Category - 1: Inspector (Communication and Computers), Special Protection Force.Category - 2: Inspector (Motor Transport Organisation), Special Protection Force.

3. Method of appointment and appointing authority.

- Subject to the other provisions in these rules, the method of appointment to all the categories mentioned in rule 2 shall be as follows: -

Category -2 Inspector (Motor TransportOrganisation) Special Protection Force. (a) By transfer ofSub-Inspector (Transport Organisation) of the Special ProtectionForce Subordinate Service.OR(b) By transfer of Sub-Inspector Special ProtectionForce Subordinate Service qualified in Motor TransportTechnology. Deputy Inspector General of Police, SpecialProtection Force.

4. Minimum Service.

- No person shall be eligible for appointment by promotion of appointment by transfer unless he or she has put in not less than three years of service but in no case shall it be less than two years in the category, class or grade from which appointment by promotion or transfer is made.

5. Qualification.

(1)No person shall be eligible for appointment by promotion or appointment by transfer for categories 1 and 2 of Class -A and Category 1 of Class-B unless he or she possesses a degree of the recognized University of India.
(2)Special Qualifications. - No person shall be eligible for appointment by transfer for Category 3 of Class-A Assistant Commandant, Special Protection Force, unless he or she fulfills the following conditions:
(a)Shall be a Graduate from a recongnised University of India
(b)shall be an approved probationer in the category of Deputy Superintendent of Police or Assistant Commandant;
(c)shall have good record of service and maintain clean defaulter sheet without any major punishment;
(d)shall not be more than 42 years of age as on the date of appointment by transfer.

6. Probation.

- Every person appointed by promotion or transfer shall be on probation for a total period of one year on duty within a continuous period of two years.

7. Appointment on Tenure Basis.

- The appointment on tenure basis to any post in this service shall not ordinarily be for more than three years at a time. Extension for a further period of two years shall be decided by the Government where such extension is considered necessary in public Interest:Provided that nothing in these rules shall preclude the Government or Inspector General of Police, Special Protection Force as the case may be, to repatriate the officers taken on tenure basis to their respective parent departments even before expiry of the tenure period without assigning any reasons.

8. General.

(a)No person shall be eligible for appointment by promotion or for appointment by transfer unless he or she has satisfactorily completed the period of probation in the category from which appointment by promotion or appointment by transfer is made.
(b)The length of service rendered in Class - A or in Class - B categories shall be considered commonly for appointment by promotion to the next higher categories either in Class - A or in Crass - B.
