The Rajasthan Homoeopathic Medicine Board (Examination for Enlisted Homoeopaths) Regulations, 1973Published vide Notification No. G.S.R. 14 (22)/RBHM/General 97(Volume 2)/18127, dated 10-6-1975, published in Rajasthan Gazette, Part 4-C, dated 29-4-1976. P. 94(67)In exercise of the powers conferred by item 3 of the schedule to the Rajasthan Homoeopathic Medicine Act. 1969 (Rajasthan Act 1 of 1970), read with clause (m) of sub-section (1) of section 58 of the said Act, the Board hereby makes the following regulations, the same having been previously published in the Rajasthan Gazette, Part 3(B), dated the 10th January, 1974. These regulations have also been confirmed by the State Government.

1. Short title and commencement.

(1)These regulations may be called the Rajasthan Homoeopathic Medicine Board (Examination for enlisted Homoeopaths) Regulations, 1975.
(2)They shall come into force on the date of their publication in the Rajasthan Rajpatra.

2. Definitions.

- In these regulations unless the context otherwise requires,-
(a)"Act" means the Rajasthan Homoeopathic Medicine Act, 1969;
(b)"Board" means the Rajasthan Board of Homoeopathic Medicine, constituted under the provisions of the Act;
(c)"Examination" means the examination prescribed by the Board under these regulations for enlisted Homoeopaths for the purposes of item 3 of the Schedule to the Act;
(d)"Registrar" means the Registrar of the Board appointed under the Act;
(e)"Secretary" means the Secretary to the Board as defined in section 27(4) of the Act;
(f)"section" means a section of the Act:
(g)Words and expressions used but not defined in these regulations shall have the meanings assigned to them in the Act.

3. Examination.

- The examination shall be conducted by the Board every year in the last week of November, if a person or persons eligible to appear or reappear thereat is or are available.
(2)Any Homoeopath whose name has been entered in the list prepared and kept under section 62 and who has completed regular practice of the Homoeopathic System of medicine for a period of not less than 10 years on the date of the submission of his application for admission to the examination shall be eligible to appear at the examination.
(3)A certificate from any magistrate of the 1st class in the following form shall be sufficient proof of completion of a minimum period of 10 years of regular practice in the Homoeopathic system of medicine."CertificateThis is to certify that Shri/Shrimati/Kumari ................... son/daughter/wife of....................address..................has, as on .......................completed a period of not less than ten years of regular practice in the Homoeopathic system of medicine. He/She has been in the regular practice of the Homoeopathic system of medicine from ............. to .................Place ............Date..............Signature ...............Full Name ...............Designation .............Full Address ..........."
(4)Every enlisted Homoeopath desirous of appearing or re-appearing at and eligible for being admitted to the examination shall submit an application therefor, on such form as may be prescribed by the Board, alongwith an examination fee of Rs. 75/- which shall not be refundable under any circumstances whatsoever, to the Registrar upto the 7th day of the month of September of the year of the examination. Forms of application for the examination shall be supplied by the Registrar on payment of Rs. 2/- per form.
(5)The examination shall consist of only a written paper of 3 hours duration carrying 100 marks in each of the following 6 subjects or group of subjects.
(1)Paper I-Elementary Anatomy and Physiology.
(2)Paper II-Homoeopathic Materia Medica including Homoeopathic Pharmacy.
(3)Paper III-Organon and Principles and philosophy of Homoeopathy.
(4)Paper IV-Practice of Medicine and repertory.
(5)Paper V-Hygiene, Public Health and Medical jurisprudence.
(6)Paper VI-Midwifery, Gynaecology and Surgery.
(6)The scope of each subject included in each of the papers forming part of the examination shall be as detailed in Appendix I.
(7)Qualifying marks shall be 45% in each written paper. In order to be declared successful in the examination, a candidate must secure at least qualifying marks in each written paper separately. If a successful candidate obtained 75%, or more of the marks in one or more written papers in his first attempt, he shall be declared to have qualified with distinction in that subject or subjects.
(8)If at an examination a candidate obtains qualifying marks only in one paper he shall have to re-appear in all the papers including the paper in which he has qualified:Provided that this rule shall not apply to candidates re-appearing only in one paper.
(9)If at an examination , a candidate qualifies only in two or more than two papers and also obtains at least 25% marks in the remaining papers he shall be permitted to re-appear at subsequent examinations only in that or those papers in which he has failed to qualify. In case a candidate obtains qualifying marks in that or those subjects at one or more subsequent examinations, he shall be deemed to have qualified in the examination.
(10)No candidate shall be allowed to appear at the examination for more than 4 times.

4. Award of certificates.

(1)An enlisted Homoeopath who is declared successful at the examination shall be awarded a certificate in such form as may be prescribed by the Board and he shall be entitled to be registered as a Homoeopath under section 30(1) of the Act.
(2)The certificate referred to above shall be called the "Certificate of Homoeopathic Practice (C.H.P.)" and it shall be signed by the Secretary of the Board.

5. Powers of the Board to make changes.

- Notwithstanding anything contained in these Regulations, the Board and the Registrar if so authorised by the Board, shall have the powers to make any changes in the timings of the examination, the last for submission of applications for admission to the examination, the examination fee and the minimum qualifying marks.Appendix I[See Regulation No. 3(6)]Scope of the subjects included in the papers forming part of the examination.Paper I- Anatomy and Physiology Total Marks 100

A general working knowledge of the different anatomical parts of the body with emphasis on the general anatomical positions and broad relations of the viscera, muscles, blood vessels, nerves and lymphatics, bones and their articulation including the vertebrae and the skull and the central nervous system.
(b)Physiology - 50 marks:
General principles and facts in Physiology:

1. Histology - Animal cell. Epithelial tissues, connective tissues. Muscular tissues. Nervous tissue.

2. Digestive system and dieterics:

Principal elements of food. Vitamins, Function of digestive system, Function of salivary gland. Liver, Pancreas. Different enzymes. Digestion of yeast, Carbohydrate and protein.

3. Respiratory System. - Mechanism of respiration, exchange of gases during respiration, Asphyxia and its stages, aphonea.

4. Circulatory System:

(a)Blood-composition, Life History of R.B.C., W.B.C., Coagulation of blood.
(b)Structure of heart.
(c)Mechanism of Blood flow. Pulse, Blood Pressure.

5. Lymphatic system.

6. Urinary System - Structure and Functions of kidneys, composition of urine.

7. Ductless glands.

8. Regulations of heat balance.

9. Nervous system. - Classification, different structure in central nervous system, automatic nervous system, special senses.

10. Reproductive system: male and female reproductive organs, Fertilization, menstruation.
