Rules of Admission to Medical Colleges in Rajasthan, 1986Published vide Notification No. F 6(32) ME/Gr 1/83 dated, April 16, 1986, Published in Rajasthan Gazette Extra-ordinary, Part 4-C(1), dated 23-4-1986G.S.R.5. - The Government of Rajasthan issues the following instructions for the admission of candidates to various Medical Colleges in Rajasthan.

1. Number of seats.

- The total number of admissions to the Five Medical Colleges in Rajasthan will not be more than 565 per year (including 15 seats for BDS Course at S.M.S. Medical College. Jaipur).

2. Reservations

(a)Fifteen seats (3 seats in each of the Medical Colleges of Rajasthan) are reserved for students from abroad/other States nominated by Government of India.

(b)Five seats (One in each Medical Colleges of Rajasthan) are reserved for the bona fide repatriates from Burma, Srilanka, Uganda, Zairea and Vietnam, who migrated to India during the last five years. Students born in India of repatriate parents would not be eligible.

(c)8% seats are reserved for natural born candidates (Not adopted) belonging to Scheduled Caste as notified in the Presidential Order for the State of Rajasthan and who fulfills conditions as laid down in rule 3.

25.

% of the above reserved seats shall be reserved for girl candidates belonging to Scheduled Castes.

(d)6% seats are reserved for natural born candidates (Not adopted) belonging to Scheduled Tribes as notified in the Presidential Order for the State of Rajasthan and who fulfills conditions as laid down in Rule 3.25% of the above reserved seats shall be reserved for girls candidates belonging to Scheduled Tribes.

If eligible and suitable girls candidates of Scheduled Caste/Scheduled Tribes are not available, these seats will be filled in by the male candidates of each category:Provided that if the number of qualified candidates belonging to natural born Scheduled Castes/Tribes are not sufficient to cover the above reservation, a maximum of 6 reserved seats for SC's and 4 reserved seats for ST's in a year may be carried forward to the subsequent year.These reservation in each category will also include the candidate belonging to SC/ST who are admitted on merit against general seats.A candidate must produce a certificate signed by an officer not below the rank of District Magistrate/Addl. D.M./S.D.M. in proof of his/her being a natural born member of Scheduled Castes/Tribes as notified in the Presidential Order for the State of Rajasthan, (e) 25% of the seats, excluding seats reserved in clause (a), (c) & (d) above are reserved for girl candidates, (f) Three seats shall be reserved for natural born (not adopted son/daughter) of an armed personnel and two seats shall be reserved for the disabled-candidates (one in each College). The admission to the disabled candidates shall be made provided the disability is not of the nature which may hamper the functioning of the candidates in his/her medical profession.

(g)In case the reserved seats are not filled in a particular category, the unfilled seats will be transferred to general seats.

3. Eligibility.

- Barring candidates covered under Rule 2(a), and (b) a candidate must fulfill the following conditions for admission to Medical Colleges:-(a)His/her natural father (not adopted) or natural mother (not adopted) has continuously resided in Rajasthan for a period of last 10 years.orHe/She is a bona fide resident of Rajasthan.(i)He/she is a son/daughter of a serving or retired employee of Government of Rajasthan including Officer of All India Services borne on the State Cadre of Rajasthan.or(ii)He/She is a son/daughter of a serving or retired permanent employee of Government Undertakings/Corporations/Improvement Trust/Municipal Board/Panchayat Samities/ Cooperative Bodies duly constituted by the Government of Rajasthan or by an act of law or by Indian Company's Act incorporated in Rajasthanor(iii)He/she is a son/daughter of a permanent employee of any of the Universities in Rajasthan or Secondary Board of Education (Rajasthan): Provided that in the above cases of (ii) and (iii) the employee has put in atleast three years service on the last date for submission of application in the year of admission in any of the above bodies/service.or(iv)He/she is a son/daughter of permanent employee of: Indian Defence/Central Government Services of Rajasthan origin irrespective of his place of posting provided a certificate is submitted by the employee from the employer to this effect stating the State of origin and the home town as given by him at the time of his entry into service.or(v)He/She is a son/daughter of an employee of the Central Government or Institution of the Central Government including Public Sectors undertakings or Corporations situated in Rajasthan and who is permanent and has put in continuous service for last 5 years in Rajasthan.(b)A candidate must have passed The First Year Science Examination of the Three Year Degree Course (Pass/Hons.) of a University in Rajasthan or the Higher Secondary Examination (Science) conducted by a Statutory Board at the end 12 years study under 10+2 pattern of Secondary Education or any other examination recognized by the University of Rajasthan as equivalent to its First Year T.D.C. Science Examination in all the compulsory subjects and the optional subjects of the Medical Group (Physics, Chemistry and Biology) including English as one of the compulsory subjects on the last date of submission of the application.orB.Sc. Examination of an Indian University recognized by the University of Rajasthan with not less than three of the following subjects Physics; Chemistry, Botany and Zoology provided further that he has passed the earlier qualifying examination with the following subjects- Physics, Chemistry, Biology and English.(c)He/she shall have to obtain atleast 50% marks at the Pre-Medical Test on the result of which above admission to the M.B.B.S./B.D.S. Course will be regulated. Candidates who have appeared at any of the aforesaid examinations but whose results have not been declared before the commencement of the Pre-Medical Test may be given provisional admission to appear at the Pre- Medical Test. The natural born Scheduled Caste/Tribe students may be given a relaxation of 10% in the minimum marks required in the Pre-Medical Test:Provided further that the candidates for admission to the First. M.B.B.S./B.D.S. Course must have completed the age of 17 years on or before 31st December, of the admission of the year.Candidates seeking admission on the basis of being bona fide resident of Rajasthan shall submit a certificate, to this effect duly signed by the District Magistrate of the concerned district .Note - (1) A candidate who has passed in the compulsory subjects of General Hindi and General English and the optional subjects of the Medical Group (Physics, Chemistry and Biology) of the First Year Examination of the Three Years Degree Course in Science conducted by a University in Rajasthan shall be deemed to have passed the 1st. Year, T.D.C. Science Examination for the-purpose of this rule.

(2)In case sufficient number of SC/ST candidates are not available for filling the seats reserved under rule 2(c) and (d) then a further relaxation of 3% in the minimum marks required in the Pre-Medical Test may be given, provided that they have secured atleast 40% marks in the qualifying examination.

4. Pre-Medical Test.

- (A) All the candidates except those belonging to category (a) of rule 2 will have to appear at the Pre-Medical Test to be held by the Sukhadia University. Udaipur in the subject of Physics, Chemistry. Zoology and Botany in the manner to be decided by it The candidate may obtain syllabus for the Pre-Medical Test Examination, application form for appearing at the examination and also application form for admission to the Medical College from the Controller of Examinations Sukhadia University. Udaipur on payment of Rs. 15/- in cash only. Forms can also be had by registered post on payment of Rs.5/- extra for postal charges.Application Forms for P.M.T. Examination and for admission to the Medical College duly filled in by the candidate along with a fee of Rs.75/- will be sent directly to the Controller of Examinations, Sukhadia University, Udaipur as per notification of the University This fee will also cover the fee for Marks-sheet. The eligible candidates will be admitted in the order of merit.(B)No application for admission will be considered unless it is accompanied by the following:-(i)Attested true copy of the marks sheet of the qualifying examination of the concerned University/Board,(ii)Attested true copy of the High School/Higher Secondary Certificate.(iii)Certificate/Undertakings in the prescribed forms appended to these rules:-(a)Certificate of eligibility for admission.(b)Certificate from the Principal of College/Head of Institution last attended.(c)Parent-Guardian's certificate.(d)Certificate regarding Scheduled Castes/Tribes if applicable.(e)Certificate regarding migration if applicable.(C)Provided that admission to the 15 Dental seats shall be by merit from the list prepared by the University. The candidates shall be given options to choose either the Dental Wing or the Medical Wing which shall be on the basis of merit only.Note:- (1) All the original certificate and marks sheet must be brought at the time of the interview.

(2), Any application received after the prescribed date or in complete in any respect may be rejected, without giving any notice to the candidate.

(D)(1) The eligible candidates will be admitted in the order of merit for the general as well as reserved seats excepting the seats belonging to category (a) of rule (2).

(2)Candidates securing equal number of marks in the Pre-Medical Test will be admitted in the following order of preference:-

(i)One who has secured more marks in Science subjects of 1st year examinations of the Three Years Degree Course or its equivalent examination.

(ii)Among candidates securing equal number of marks in the 1st Year Examination of the Three Years Degree Course or its equivalent examination as also, those who have passed in lesser number of attempts will be given preference. If there is further tie, candidates securing more marks in Higher Secondary Examination will be given preference.

(E)Interview by Admission Board. - Candidates eligible for admission shall be called for interview by the Principal, Sawai Man Singh Medical College. Jaipur to appear before the Admission Board constituted by the State Government. Interview will be taken in about 10-15 days after the Pre-Medical Test, result is declared. The list of candidates called for interview will be put on the Notice Board of the S.M.S Medical College Jaipur three days before the date of interview. The candidates found un-suitable by the Admission Board will be rejected.

(F)Allotment of place of Study.- The Admission Board after duly considering the place of residence and preference given by the candidate in his/her application, shall allot selected candidates to the various Medical Colleges at its discretion.

(G)Medical Examination.- A provisional list of candidate selected by the Admission Board will be put on the Notice Board of the S.M.S Medical College, Jaipur. No intimation will be given to the candidates individually. All candidates provisionally selected will be examined by the Medical Board appointed by the Principal of the respective Medical College on the basis of criteria evolved for Medical Examination by the Principal regarding their general and physical fitness for Medical Studies.

The candidates found un-suitable will be rejected. The decision of the Board in this respect will be final.

The Government reserves the right to admit or reject admission of any candidate without assigning any reason.

6.

Admission of the candidates who have passed qualifying examination from a University/Board of the State other than Rajasthan will be provisional, till the Eligibility Certificate is issued by the University of Rajasthan.

7.

If for reasons to be recorded in writing the Admission Board suspects that a particular candidate has obtained a certificate by misrepresenting facts, the matter will be referred to the concerned D.M. on the receipt of the inquiry report the Admission of the candidate.Note:- Any person other than the parents of the candidate can become guardian, only if the parents of the candidate are not alive or have been declared insane.Application For Admission
