Chapter I
General
1. Title & Commencement.
2. Definitions.
- In these Statutes, unless the contents otherwise require :Chapter II
(Section 41 (i)) Statutes Regarding the Constitutions, Power and Duties of the Authorities of the University

3. The Academic Council shall exercise all the powers and perform all the duties conferred to it by the Act and shall also have power.
4. The Academic Council shall constitute the following Committees :
(i)There shall be the following Committees for Students' Welfare :(A)The University Committee for Students' Welfare.(B)The Campus Committee for Students' Welfare-one in each Campus.A(1) The University Committee for Student's Welfare-shall consist of following :(a)One of the Deans of Faculties to be nominated by the Vice-Chancellor by rotation for a period of one year-Chairman.(b)Other Deans of the Faculty-Members.(c)One teacher from each Faculty to be nominated by the Dean concerned for a period of two years in rotation-Members.(d)General Secretaries of the Colleges/Universities Students' Societies-Members(e)Two Student members from each Faculty to be nominated by the Dean concerned in consultation with the Students' Societies for a period of one year-Members.(f)Deputy Directors of Student Welfare-Members.(g)One of the Deputy Directors of Student' Welfare to be nominated by the Vice-Chancellor for a period of one year-Member-Secretary.2. The Vice-Chancellor may co-opt any other members to secure adequate representation of different fields of Agriculture.
The Committee shall advise the Chairman of Academic Council regarding.5.
6. The Board of Studies shall exercise all the powers and perform all the duties conferred on it by the Assam Agricultural University Act. It will be the duty of such Board to-

Statutes Regarding the Designation, the Manner of Appointments Powers, Functions and the Duties of the Officers of the UniversityManner of appointment of officer of the University-Appointment of Deans of Colleges, Directors of Research, Extension Education, Post-Graduate Studies, Basic Sciences and Humanities, Physical Plant, the Associate Director of Research and Extension and any officers of the equivalent rank.1. (a) The qualifications required for these posts be fixed by the Vice-Chancellor in consultation with I.C.A.R. and other Agricultural Universities.

The procedure prescribed for the appointment of Deans of Colleges and the Directors of Research, Extension Education, Post-Graduate Studies etc. shall also be followed (except in the case of the comptroller in making these appointments except that the Selection Committee will consist of the following. -
3. The Vice-Chancellor shall have Powers. - (a) to sanction recurring and non-recurring expenditure chargeable to contingencies :

7. The Director of Student Welfare shall be directly responsible to the Vice-Chancellor and he shall work in close consultation with the Dean and other Officers of the University.
8. In exercise of his duties under Section 22(1) the Registrar shall. - (a) Issue notices and maintain the minutes of all meetings of the Academic Council and Board of Management and of Committee appointed by them ;
9. He shall be responsible to the Vice-Chancellor to ensure. - (a) to open and operate necessary accounts on behalf of the University in a bank approved by the Board of Management ;

The Director of Physical Plant shall work under the control and suspension of the Vice-Chancellor and in the exercise of his responsibilities, under Section 24 of the Act, shall be responsible for the following. - (a) Maintenance of the University buildings, roads, fencing, playgrounds, parks and lands, other than the land comprising the agricultural farms.
11. The Librarian shall work under the control and supervision of the Vice-Chancellor and in exercise of his responsibilities under Section 25 of the Act, shall be responsible for the maintenance of all libraries of the University and for the organisation of their services. The University Librarian shall have the following powers and duties.
12. The Director of Post-graduate studies shall work under the control and supervision of the Vice-Chancellor and shall have the following powers and duties.
Chapter IV
Classification of Teachers
1. The Teacher as defined in Section 2(21) of the Act shall be appointed by the Vice-Chancellor with the approval of the Board in any of the following grade:
2. The senior most Professor or Associate Professor of a Department will be the Head of the Department.
3. A visiting Professor of Research Scientist or Extension Specialist may be employed on a temporary basis by the Board as Professor for a period not longer than one academic year at a salary and under service conditions to be fixed by the Board.
4. The qualifications of teachers, Scientists and Extension Specialists shall be recommended by the Academic Council and approved by the Vice-Chancellor.
Manner of Appointment of Teacher, Research and Extension Education Staff5. (a) The Vice-Chancellor shall advertise the posts with such qualification as have been prescribed by the Academic Council.
6. [ [Substituted Vide meeting of the BOM dated 30-5-79.] (i) The Selection committee for the posts of professors and Research and Extension workers of equivalent rank shall be appointed by the Vice-Chancellor and shall comprise of at least 4 of the following members :
7. Duties and powers of the teachers including research and extension work shall be as follows-
8. The scales of the salaries of teacher per month be as follows-

| (c) | Assistant Professor | Rs. 400-40-800-50-950. |
| (d) | Teaching/Research Assistant | Rs. 250-20-350-20-450-25-700/- |

Chapter V
The Conferment and Withdrawal of Honorary Degrees and Academic DistinctionAs a matter of policy the University shall be conservative in the matter of granting honorary degrees. They shall be awarded only to persons who have distinguished themselves in the fields of Agricultural education or research or extension and have rendered outstanding services to the Indian Agriculture. No honorary degree shall be conferred unless the proposal have received the 4/5th majority vote in both the Council and the Board. Such degrees shall not be conferred unless the candidates are present and receive the same at a public University convocation.Diplomas, Certificates, Medals Etc.In accordance with regulations promulgated by the Council, the Vice-Chancellor or may award to enrolled students and to other persons who completed non-degree work sponsored by the University appropriate diplomas, certificates, medals etc. as deemed by the Council and Vice-Chancellor to be in the best interest of the University.Withdrawal of Degrees, Diplomas Etc.The Board may on the recommendation of the Council by the resolution passed with concurrence of not less than ⅔ of the Board members after providing an opportunity for the concerned present to explain his action or to be heard in the person, withdraw degree, diploma, certificate or other academic distinction conferred by the Vice-Chancellor provided that the withdrawal of a honorary degree shall be with the concurrence of the Chancellor.Chapter VI
The Establishment, Amalgamation, Subdivision and Abolition of FacultiesSub-division and abolition of Faculties in the various Colleges of the University be determined by the Academic Council subject to the approval of the Board.[Chapter VII] [Chapter VII substituted by Notification No. AAU/R-1973(B)/74-75/10891-941 at 8th January, 1975.]The Establishment of Department of Teaching in the Faculties.1. The University shall have the following Faculties-
