Rules for Admission to Various Medical Colleges in Rajasthan, 1987Published vide Notification Rajasthan Gazette, Part 1-B, dated 19.3.1987, p. 519The Government of Rajasthan issues the following instructions for the admission of candidates to various Medical Colleges in Rajasthan:-

1. Number of seats.

- The total number of admissions to the Five Medical Colleges in Rajasthan will not be more than 565 per year (including 15 seats for B.D.S. Course at Medical College, Jaipur), 15% of the seats will be reserved for being filled up by an All India Competition to be conducted by Government of India. However, if such competition is not conducted by Government of India for admission in the year 1987 then the total admissions will be done by the State of Rajasthan.

2. Reservations.

(a)Fifteen seats (3 seats in each of the Medical Colleges of Rajasthan) are reserved for students nominated by Government of India.

(b)Five seats (One in each Medical College of Rajasthan) are reserved for the bonafide repatriates from Burma, Srilanka, Uganda, Zaire and Vietnam, who migrated to India during the last five years. Students born in India of repatriated parents would not be eligible.

(c)Three seats shall be reserved for natural born (not adopted) sons/daughters of the defence personnel (Serving/Retired).

(d)8% seats are reserved for natural born candidates (Non-adopted) belonging to SC as notified in the Presidential Order for the State of Rajasthan and who fulfil conditions as laid down in Rule 3.25% of the above reserved seats shall be reserved for girls candidates belonging to Scheduled Castes.

(e)6% seats are reserved for natural born candidates (not-adopted) a belonging to ST as notified in the Presidential Order for the State of Rajasthan and who fulfils conditions as laid down in Rule 2. 25% of the above reserved seats shall be reserved for girls candidates belonging to Scheduled Tribes.

(f)25% of the excluding seats reserved in clauses (a), (d) & (e) above are reserved for girl candidates.

(g)Two seats shall be reserved for the disabled candidates. The admission to the disabled candidates shall be made provided the disability is not of the nature which may hamper the functioning of the candidates in his/her medical profession.

(h)In case the resewed seats are not filled in a particular category, the unfilled seats will be transferred to general seats. These reservations in each category will also include the candidates belonging to SC/ST. Where who were admitted on merit against general seats. In case the reserve seats are not filled in a particular category the un-filled seats will be transferred to general seats.

If eligible and suitable girl candidates of Scheduled Caste/Schedule Tribes are not available these seats will be filled in by the male candidates of each category. Provided that if the number of qualified candidates belonging to natural born Scheduled Castes/Tribes are not sufficient to cover the above reservation, a minimum of 6 reserved seats for SCs and 4 reserved seats for STs in a year may be carried forward to the subsequent year.

Barring candidates covered under Rule 2(a) and (b) a candidate must fulfil the following conditions for admission to the Medical Colleges:-(A)Candidate must have completed the age of 17 years on or before 31st December of the year of the admission.(B)A candidate must have passed the First Year Science examination of the Three Year Degree Course (Pass/Hons.) of a University in Rajasthan or the Higher Secondary Examination (Science) conducted by a statutory/ Board at the end of 12 years study under 10+2 pattern of Secondary' Education or any other examination recognised by the University of Rajasthan as equivalent to its First Year T.D.C. Science Examination in all the compulsory subjects and the optional subjects of the Medical Group (Physics, Chemistry and Biology) including English as one of the compulsory subjects, on the last date of submission of the application.ORB.Sc. Examination of an Indian University recognised by the University of Rajasthan with not less than three of the following subjects Physics, Chemistry, Botany and Zoology provided further that he has passed the earlier qualifying examination with the following subjects, Physics, Chemistry, Biology and English.(C)(i)The candidate must have studied for last three years of the qualifying examination continuously as a regular candidate in a recognised institution in Rajasthan.OR(ii)Natural Father/Mother of the candidate has continuously resided in Rajasthan for a period of last 10 years and the candidate has studied for atleast 5 years in a recognised educational institution in Rajasthan.OR(iii)The candidate is Son/Daughter of a serving or retired employees of (a) Government, of Rajasthan including Officers of All India Services borne on the State Cadre of Rajasthan or (b) Undertaking/Corporations/ Improvement Trust/Municipal Board/Panchayat samities/Co-operative Bodies duly constituted by Government of Rajasthan by an act of law or (c) any of the Universities in Rajasthan or Secondary Board of Education (Rajasthan) provided that employee has put in at least three years of service in the above bodies on the last date for submission of application in the year of the admission.OR(iv)Candidate is a Son/Daughter of permanent employee of Indian defence service and the employee is either of Rajasthan origin respective of his place of posting or is posted in Rajasthan at the time of last date of the application for admission provided that in case of Defence Personnel from Rajasthan origin a certificate has to be submitted by them from the employer to the effect that his State of origin in Rajasthan at the time of his entry in to Service.Note. - Provided further that in case the Government of India will not conduct All India Competition for filling up 15% of the seat to be filled up by them in accordance with SC Judgment in case No. 384, 352 of 1985 the following category will also be eligible for admission."He/She is a Son/Daughter or an employee of Central Government or Institution of the Central Government including Public Sector Undertakings or Corporations situated in Rajasthan and who has put in continuous service for at least 5 years in Rajasthan at the time of admission."(D)He/She shall to obtain atleast 50% marks at the Pre-Medical Test on the result of which above admission to the M.B.B.S./B.D.S. Course will be regulated. However, the natural borne Scheduled Caste/Tribe candidates may be given relaxation of 10% in the minimum marks required in the Pre-Medical Test. Candidates who have appeared at any of the aforesaid qualifying examinations but whose results have not been declared before the commencement of the Pre-Medical Test may be given provisional admission to appear at the Pre-Medical Test.Note. - (1) The relevant certificate which are based of eligibility of the candidate will have to be furnished by the candidate.

(2)The residence certificate wherever required will have to be duly signed by the Distt. Magistrate of the concerned Distt.

(3)In case of serving personals where service conditions have resulted into eligibility, a certificate of the employer will have to be submitted by the candidate.

(4)A candidate who has passed in the compulsory subjects of General Hindi and General English and the optional subjects of the Medical Groups (Physics, chemistry and Biology) of the First Year Examination of the Three Year Degree Course in Science conducted by a University recognised by the University in Rajasthan shall be deemed to have passed the 1st year T.D.C. Science Examination for the purpose of this rule.

(5)In case sufficient number of SC/ST candidates are not available for filling the seats reserved under rule 2(d) & (e) then a further relaxation of 5% in the minimum marks required in the Pre-Medical Test may be given provided that they secured at least 40% marks in the qualifying examination.

4. Pre-Medical Test.

- (A) All candidates except those belonging to category (a) of Rule (2) will have to appear at the Pre-Medical Test to be held by the Sukhadia University, Udaipur in the subject of Physics, Chemistry, Zoology and Botany in the manner to be decided by it. The candidate may obtain syllabus for the Pre-Medical Test Examination & application form for appearing at the examination and also application form for admission to the Medical College from the Controller of Examinations Sukhadia University, Udaipur on payable of Rs. 15/- in cash only. Forms can also be had by registered post on payment of Rs. 5/- extra for postal charges. Application forms for P.M.T. Examination for admission to the Medical Colleges of Rajasthan after being duly filled in by the candidate alongwith a fee of Rs. 75/- will be sent directly to the Controller of Examination Sukhadia University, Udaipur as per notifications of Sukhadia University. This fee will also cover the fee for Marks Sheet. The eligible candidates will be admitted in the order of merit.(B)No application for admission will be considered unless it is accompanied by the following Certificates:-(i)Attested true copy of the Mark Sheet of the qualifying examination of the concerned University/Board.(ii)Attested true copy of the High School/Higher Secondary Certificate.(iii)Certificate/undertakings in the prescribed forms appended to these rules:-(a)Certificate of eligibility for admission.(b)Certificate from the Principal of College/Head of Institution last attended.(c)Parent/Guardian's Certificate.(d)Certificate regarding Scheduled Caste/Tribe, if applicable.(e)Certificate regarding migration, if applicable.(C)Provided that admission to the 15 Dental seats shall be by merit from the list prepared by the University. The candidates shall be given option to choose either the Dental Wing or the Medical Wing which shall be on the basis of Merit only.Note. - (1) All the original Certificate and marks sheet must be brought at the time of the interview.

(2)Any application received after the prescribed date or incomplete in any respect may be rejected, without giving any notice to the candidate.

(D)(1) The eligible candidate will be admitted in the order of merit or the general as well as reserved seats excepting the seats belonging to category (a) or rule 2.

(2)Candidates securing equal number of marks in the Pre-Medical Test will be admitted in the following order of preference:-

(i)One who has secured more marks in the science subject of 1st year Examination of the three years Degree Course or its equivalent examination.

(ii)Among candidates securing equal number of marks in the first year examination of the Three Years Degree Course or its equivalent examination as also, those who have passed in lesser number of attempts will be given preference. If there is a further tie, candidates securing more marks in Higher Secondary Examination or in its equivalent examination will be given preference.

(E)Interview by Admission Board. - Candidates eligible for admission shall be called for interview by the Principal, S.M.S. Medical College, Jaipur, to appear before the admission Board constituted by the State Government. Interviews will be taken in about 10-15 days after the Pre-Medical Test result is declared. The list of candidates called for interview will be put on the Notice Board of the SMS Medical College, Jaipur, three days before the date of Interview. The candidates found unsuitable by the Admission Board will be rejected.

(F)Allotment of Place of Study. - The admission Board after duly considering the place of residence merit of candidate and preference given by the candidate in his/her application, shall allot selected candidates the various Medical Colleges at its discretion.

(G)Medical Examination. - A provisional list of candidates selected by the Admission Board will be put on the Notice Board of the SMS Medical College, Jaipur. No intimation will be given to the candidates individually. All candidates provisionally selected will be examined by the Medical Board appointed by the Principal of the respective Medical College on the basis of criteria involve for Medical Examination by the Principal regarding their general and physical fitness for medical studies. The candidates found unsuitable will be rejected. The decision of the Board in this respect will be final.

The Government reserved the right to admit or reject admission of any candidates without assigning any reason.

Admission of the candidates who have passed qualifying examination from a University/Board of the State other than Rajasthan will be provisional, till the Eligibility Certificate is issued by the University of Rajasthan.

If for reasons to be recorded in writing the Admission Board suspects that a particular candidate has obtained a certificate by mis-representing facts, the matter will be referred to the concerned D.M. On the receipt of the enquiry report the Admission Board would take the final decision regarding the Admission of the candidate.Note. - Any person other than the parents of the candidates can become guardian, only if the parents of the candidate are not alive or have been declared insane.Application for Admission
