Section 36 in Punjab Boiler Operation Engineers' Rules, 2001

36. Subjects for examination.

(1)In addition to the subjects and matters specified for oral examination of the Second Class Certificate of Proficiency under sub-rule (2) of this rule, the examiner for the First Class Certificate of Proficiency shall, inter alia, satisfy himself that the candidate for the First Class Certificate of Proficiency has sufficient knowledge and practical experience in the following subjects and matters namely :-
(a)heat transfer as applicable to Boiler Technology, three modes of heat transfer, conductance and resistances, steady and unsteady state of heat transfer, combination of heat transfer mechanism, heat transfer surface arrangements, parallel flow, counter flow and cross flow, effect of lanes, tube spacing, tube diameters, affect of oil or scale, insulation and heat loss;
(b)combustion, heat of combustion, ignition temperature, combustion calculations, excess air, lossess, combustion system design, furnace; pulverized fuel fired dry bottom furnace, slage type furnace and oil fired boiler furnace;
(c)boiler circulation system, natural circulation, forced circulation and assisted circulation, design criteria of circulation system, factors affecting circulation and circulation ratio;
(d)thermodynamics of steam, reversible and irreversible processes, entropy, cannot cycle, rankin cycle and regenerative rankin cycle;
(e)coal processing and handling, preparation and utilisation of pulverized coal, type of pulverizers, factors affecting the milling plant performance, pulverizing systems, coal feeders, fire and explosion in mill circuit;
(f)general operating features of fuel oil system, trouble sooting of atomiser or oil guns;
(g)characteristics of different fans-axial, impulse, reaction and radial and their use for different purposes;
(h)advantages in using air heaters, advantages regenerative vs. recuperative, trouble sooting with air heaters, operation and maintenance;
(i)function of electrostatic precipitators, their principles, operational problem and trouble sooting;
(j)safety valve troubles and their remedies e.g. leaking of safety valves, incorrect popping pressure, blow down adjustment, spindle getting bent, hang up, hammer and buzzing, flutter or slight boundering when closing;
(k)function of soot blowers, types and their purposes, swing retractable soot blower, half retractable soot blower, wall deslagger, rotary blowers and pre-commissioning and post commissioning checks required;
(l)feed water treatment, boiler water treatment, silica control, chemical cleaning and stand by protection of high pressure boilers, priming and foaming of boilers, carry over in steam and the corrective measures adopted;
(m)operation and testing of instruments and controls in boiler plants, feed water control, combustion control, pulverized fuel firing and milling plant control system, furnace draught control, steam temperature control, utility of data logging and problem reporting and trouble sooting;
(n)efficiency test of boilers and calculation of various heat losses; and
(o)emergency operation of boilers and the minimum precautions to be taken before resorting to such operation.
(2)The examiner of an oral examination for Second Class Certificate of proficiency under these rules shall, inter alia, satisfy himself that the candidate has sufficient knowledge and practical experience in the following subjects and matters, namely :-
(a)unit of force, work, power, energy and their relationship in S.I. Units;
(b)familiarity with the provisions of the Indian Boiler Regulations, 1950 including calculations of dead weight safety valve, the weight and position of ball on a ever and weight safety valve;
(c)combustion, heat transmission, excess air, heat loss, circulation system in a boiler, properties of steam including ability to read steam tables and mollier diagram;
(d)principal types of steam boilers used on lands with special emphasis to industrial boilers and purposes and reasons for which different types of boilers are employed;
(e)functions of boiler mountings, fuel pumps, feed pumps, feed heaters, economisers, super heaters, reheaters, forced, induced and secondary draught appliances, stokers, burners, atemperators, dampers and other auxiliaries;
(f)operation of shell type boilers and water tube boilers with coal, oil and gas firing system with special reference to industrial boilers;
(g)feed water treatment and boiler water conditioning, deaeration, corrosion, PH (a number used to express degree of acidity of alkalinity in the solution), and total dissolved solids etc; and
(h)functions of measurement and controls in boiler plants and also the data logging on the operation of boilers automatic control.
(3)The examiner of an oral examination for restricted certificate for waste heat boilers under these rules shall, inter alia, satisfy himself that the candidate has sufficient knowledge and practical experience in operation and maintenance of waste heat boilers, which are integral part of a process plant of a continuous flow installation.
(4)If required by the examiners and to the extent deemed necessary, a candidate shall demonstrate either in a power station or in any industrial units his ability in the operation of boiler.
