Section 6 in Andhra Pradesh Language Pandit Training Colleges (Regulation of Admissions into Pandit Training courses through Common Entrance Test) Rules, 2007

6. Procedure of Admissions.

- (i) Each Unaided Institution which has opted for LPCET under the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Course Rules, 2006 shall indicate in writing to the AFRC within the cut-off date specified by the AFRC, as to whether the college would admit students through the Single Window System to be operated by the Convener of LPCET Admissions (LPCET Window) or the Convener of LPCET-AC Admissions (LPCET-AC) Window).(ii)For the purpose of admissions, all the institutions shall be divided into three groups viz.,
(1)Single Window-I : Institutions opting for Single Window System Operated by the Convener of LPCET Admissions from LPCET rank holders.
(2)Single Window-II : Institutions opting for Single Window System operated by the Convener of LPCET-AC Admissions from LPCET rank holders.
(3)Single Window-Ill : Institutions opting for Single Window System operated by the Convener of LPCET-AC Admissions for LPCET-AC rank holders.
(iii)The procedure for admission of candidates to the Single Windows operated by the Convener of LPCET and LPCET-AC shall be as follows:
(a)Procedure to fill up the seats through SW-I:
(i)100% seats in case of University Colleges, Government Colleges and Aided Colleges.
(ii)Category-A seats 80% in Unaided Non-Minority Institutions which opted for LPCET Window (SW-I)
(iii)Category - A seats 80% in Unaided Minority Institutions of which did not opt for S.W-II and S.W.-III.
(1)A Committee for LPCET Admission shall be constituted by the Competent Authority with the following members to advise the Convener of LPCET Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions.
1. Director of School Education - Chairman
2. Director, SCERT - Member
3. Convener of LPCET - Member Convener
4. Convener, DIETCET - Member
5. Principal, IASE, Masab Tank, Hyderabad - Member
6. Deputy Director (Training), O/o the DSE, Hyderabad - Member
7. Two subject experts each in the concerned language - Member
8. Special Invitee nominated by Director of School Education - Member
(2)The Convener of LPCET -Admissions shall collect rank lists of the qualified candidates of LPCET prepared, as per the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into pandit Training Courses Rules, 2006.
(3)The Convener of the LPCET -Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling. The decision of the Committee for the LPCET Admissions shall be final in issuing notification, the schedule and procedure of counselling.
(4)The Convener of the LPCET Admissions, SW-I shall adopt computerized Single Window System of counselling either by following centralized or decentralized Online counselling at various centres for the convenience of the candidates and shall prepare the seat matrix of University/Government/ aided/Unaided Non-Minority Pandit Training Colleges/ Unaided Minority Colleges which opted for S.W-I. He shall make all the necessary arrangements of securing manpower, admission venue, drawing scrutiny officers from other departments, fee collection, networking, facilities for Online counselling at various centres, mobilization of software etc. in consultation with the Admission Committee.
(5)No Management of the Unaided Pandit Training Colleges shall issue notification and call for applications for admission separately or individually.
(6)The candidates shall be called for counselling and provisional allotment of Courses/ Institutions shall be made in the order of merit assigned at the LPCET by following the Rules of Reservation as per Rule 7 hereunder and G.O.Ms.No. 550, Higher Education Department dated 30-7-2001 wherever applicable and such allotment is only provisional:Provided that in respect of Minority Pandit Training Colleges seats shall be allotted first to the eligible candidates belonging to the concerned Minority community only in the order of merit among the minority candidates.
(7)The selection of candidates and allotment of institutions shall be done only on the basis of merit as adjudged by the rank obtained in the LPCET subject to the condition that the candidate should satisfy the eligibility criteria prescribed under Rule 4.However, mere appearance at the Entrance Test and securing a rank in the merit list does not entitled a candidate to be considered for admission automatically into any institution unless he/she also satisfies the rules and regulations of admission prescribed by the concerned University/Government including the prescribed percentage of marks to be obtained in the qualifying examination.
(8)Subject to the provisions of sub rule (10) below, once a candidate secures admission to a particular College/Institution based on his/her option, no more claim for admission into other colleges or to any other kind of seat be entertained during the phase of admissions in which he/she obtained the admission.
(9)The candidates admitted into Unaided Pandit Training College shall pay at the time of admission the fees payable as prescribed by the AFRC. However, in respect of SC/ST students to whom the Government reimburses the Tuition Fee, shall be admitted without insisting on spot payment of Tuition Fee.
(10)Sliding shall be permissible within the Single Window operated by the Convener LPCET Admissions and the Convener of LPCET-AC Admissions in case of Unaided Pandit Training Colleges that have opted for LPCET and LPCET-AC Window respectively. The Convener, LPCET-AC Admissions shall conduct the counselling in phases if required till the last rank of LPC CET is exhausted.
(11)During the admission process through Single Window System, the qualified candidates of LPCET shall not be eligible for admission into the colleges which have opted for LPCET-AC on the basis of their rank in LPCET and vice-versa.The Convener, LPCET Admissions shall conduct the counselling in phases if required till the last rank of LPCET is exhausted. For filling up of leftover seats of minority institutions, if any, the convener, LPCET Admissions shall conduct admissions through counselling process on a date and time fixed in advance by giving adequate publicity in the press and finalise the admissions.
(12)The Convener of the LPCET Admissions shall prepare the final list of the candidates admitted institution-wise and send the lists to Director, Government Examinations, A.P. Hyderabad, concerned institutions and the AFRC.
(13)The Competent Authority in consultation with the Convener of LPCET Admissions shall fix the cut-off dates for each stage of admissions.
(14)All the candidates called for counselling shall produce the specified original documents along with duly attested photocopies of the original documents and the Convener of LPCET Admissions shall be entitled to cause verification of all the documents produced by the candidates.
(b)Procedure to fill up the seats through SW-1I: Category-A seats (80%) in Unaided Pandit Training Colleges which have opted for LPCET and admissions through LPCET-AC Window.
(1)A Committee for LPCET-AC Admission shall be constituted by the Association(s) of Private Unaided Pandit Training Colleges to advise the Convener of the LPCET-AC Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions. The formation of such a Committee shall be informed to the AFRC and the Competent Authority by the Convener of LPCET-AC.
(2)The Convener of Admissions of LPCET-AC shall collect rank lists of the qualified candidates of LPCET prepared by the Convener of the LPCET, as per the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Courses Rules, 2006.
(3)The Convener of Admissions LPCET-AC shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling. The decision of the Committee for LPCET-AC Admissions shall be final in issuing notification, the schedule and procedure of counselling.
(4)The Convener of LPCET-AC Admissions shall adopt computerized Single Window System of counselling either by following centralized or decentralized Online counselling at various centres for the convenience of the candidates and shall prepare the seat matrix of Unaided Pandit Training Colleges. Admissions finialized in the absence of Government functionary shall be void.
(5)No Management of Unaided Pandit Training Colleges shall issue notification and call for applications for admission separately or individually.
(6)Candidates shall be called for counselling and provisional allotment of Courses/ Institutions shall be made in the order of merit based on the rank assigned in LPCET by following the Rules of Reservation as per Rule 7 hereunder and such allotment is only provisional.To protect the interest of Minority Community candidates, a Government functionary nominated by the Competent Authority shall be present at the centralised counselling center or at each online decentralised counselling centers as the case may be. Admissions finalised in the absence of Government nominee shall be void:Provided that in respect of Minority Pandit Training College seats shall be first allotted only to the eligible candidates belonging to the concerned minority.
(7)The allotment of candidates to the institutions shall be done only on the basis of merit as adjudged by the rank obtained in LPCET subject to the condition that the candidate should satisfy the eligibility criteria prescribed under Rule 4. However, mere appearance at the Entrance Test and obtaining a rank in the merit list does not entitle a candidate to be considered for admission automatically into any institution unless he/she also satisfies the rules and regulations of admission prescribed by the Government including the percentage of marks to be secured in the qualifying examination.
(8)Subject to the provisions of sub rule (10) below, once a candidate secures admission into a particular College/Institution based on his/her option, no more claim for admission into any other college or to any other kind of seat be entertain during the phase of admissions in which he/she obtained the admission.
(9)The candidate admitted into Unaided Pandit Training Colleges shall pay at the time of admission the fees payable as prescribed by the AFRC. However, in respect of SC/ST students to whom the Government reimburses the Tuition Fee, shall be admitted without insisting on spot payment of Tuition Fee.
(10)Sliding shall be permissible within the Single Window operated by the Convener, LPCET and the Convener, LPCET-AC Admissions in case of Unaided Pandit Training Colleges that have opted for LPCET and LPCET-AC Window respectively.The Convener LPCET-AC Admissions shall conduct the counselling in phases if required till the last rank of LPCET. The Convener, LPCET-AC Admissions shall fill the leftover seats of the Unaided colleges in the presence of a Government nominee by following rule of reservation through counselling process, in case the seats in minority colleges are to be filled up with non-minority candidates.
(11)Each private Unaided Pandit Training Colleges shall obtain approval from the Competent Authority for admissions in respect of Category-A seats.
(12)The Convener of LPCET-AC Admissions shall prepare the final list of candidates, admitted institution-wise and send the same to Director, Government Examinations, A.P.Hyderabad, the AFRC and the Chairman of LPCET.
(13)The Competent Authority in consultation with the Convener of LPCET-AC Admissions shall fix the cut-off dates for each phrase of admissions.
(14)All the candidates called for counselling shall produce the specified original documents along with duly attested photocopies of the original documents and the Convener of LPCET-AC Admissions shall be entitled to cause verification of all the documents produced by the candidates.
(c)Procedure to fill up the seats through S.W.III: Category-A seats (80%) in Unaided Pandit Training Institutions who opted for LPCET-AC.
(1)A Committee for LPCET-AC Admissions shall be constituted by the Association(s) of Pandit Training Colleges to advise the Convener of the LPCET-AC Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions. The formation of such a Committee shall be informed to the AFRC and the Competent Authority by the Convener of LPCET-AC.
(2)The Convener of LPCET-AC of Admissions shall collect rank lists of the qualified candidates of LPCET-AC prepared by the Convener of the LPCET-AC, as per the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Courses Rules, 2006.
(3)The Convener of LPCET-AC Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling.

(12)Each private Unaided Pandit Training Colleges shall obtain approval from the Competent Authority for all the admissions conducted by the institution against Category-A seats.
(13)The Convener of LPCET-AC Admissions shall prepare the final list of candidates, admitted Institution-wise and send the same to Director, Government Examinations, A.P. Hyderabad, the AFRC and Chairman, LPCET.
(14)The Competent Authority in consultation with the Committee of LPCET-AC Admissions shall fix the cut-off dates for each phase of admissions.
(15)All the candidates called for counselling shall produce the specified original documents along with duly attested photocopies and the Convener of LPCET-AC Admissions shall be entitled to cause verification of all the documents produced by the Candidates.
(d)Procedure to fill up seats under Category-B (20%) seats in Unaided Pandit Training Institutions which have opted for LPCET and admissions through LPCET-AC Window:
(1)The institution shall notify all the details of seats available under this category and conduct the admissions in a fair and transparent manner.
(2)The Competent Authority shall fix a cut-off date for filling up the seats in all the colleges of Pandit training. The list of candidates admitted with all the details shall be submitted by all the Pandit Training Colleges to the Competent Authority for approval well before the commencement of the course. The Competent Authority shall scrutinize all the admissions made and give approval for the admissions made in accordance with the rules well before the commencement of the course to avoid hardship to the students. Managements shall not conduct classes with the students whose admissions are not approved by the Competent Authority.
(3)After scrutiny, the Competent Authority shall send the approved list of candidates admitted under Category-B seats by the institutions to the Director of Government Examinations, Hyderabad and to the respective institutions.
