Andhra Pradesh Language Pandit Training Colleges (Regulation of Admissions into Pandit Training courses through Common Entrance Test) Rules, 2007Published vide Notification No. G.O. Ms. No. 29. - In exercise of the powers conferred by Sections 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act 5 of 1983) and in Supersession of the Andhra Pradesh Language Pandit Training Colleges (Regulation of Admission) Rules, 2005 issued in G.O.Rt.No. 201 Education (SE-Trg-2) Department dated 21-3-2005 as subsequently amended, the Governor of Andhra Pradesh hereby make the following Rules for admission of students into the Language Pandit Training colleges in the State.

1. Short title applicability and commencement.

- (i) These rules may be called the Andhra Pradesh Language Pandit Training Colleges (Regulation of Admissions into Pandit Training courses through Common Entrance Test) Rules, 2007.

(ii)They shall apply to all Pandit Training Colleges imparting Pandit Training Courses in the State.

(iii)They shall come into force from the academic year 2006-07.

2. Definitions.

- (i) In these rules, unless the context to otherwise requires:

(a)"Act" means the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act No. 5 of 1983);

(b)"Admissions and Fee Regulatory Committee" means the Committee constituted by the Government for regulating the admissions and fixing the fees to be charged from candidates seeking admission into the Private Unaided Minority and Non-Minority Pandit Training Colleges herein after called AFRC.

(c)"Common Entrance Test" means LPCET/LPCET-AC, the examination conducted for assigning ranks or merit in order, to the candidates who appear for the said test, which will be the basis for admission of the candidates into the Language Pandit Training Course in the Pandit Training Colleges in the State.

(d)"Competent Authority" means the Commissioner/Director of School Education, A.P. Hyderabad.

(e)"Concerned Minority Institution" means the Linguistic or Religious Minority Institution to which such a status is accorded by the Government.

(f)"Convener of LPCET Admissions" means the Authority / Officer nominated by the Competent Authority not below the rank of a Joint Director of the Department of School Education for the conduct of LPCET and to make allotment of candidates for admission into Pandit Training Courses in all the Pandit Training Colleges in the State.

(g)"Convener of LPCET-AC Admissions" means a person nominated by the Associations of Unaided Pandit Training Colleges for selection and allotment of qualified candidates for admission.

(h)"Eligible Candidate" means the candidate who is eligible for admission as per the eligibility criteria prescribed in these Rules.

(i)"Government" means the State Government of Andhra Pradesh.

(j)"Inspecting Authority" means the Authority/Officer appointed by the AFRC for inspecting and scrutinizing the admissions of the candidates made in the Un-aided Pandit Training Colleges offering the Language Pandit Training Course.

(k)"Institutions" means, unless otherwise specifically mentioned, all the Pandit Training Institutions imparting Pandit Training Course (including those detailed as state wide institutions).

(l)"Minority Pandit Training Colleges" means the institutions imparting the Pandit Training Course, established and administered by the concerned minority organization and recognized by the Government as such.

(m)"Qualified Candidate" means the candidate who has appeared for the Common Entrance Test LPCET/ LPCET-AC, as the case may be, for admission into the related Pandit Training Course and has been assigned ranking in the Common Merit List as per Rule 5 of the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Course Rules 2006.

(n)"Qualifying Examination" means the examination which entitles a candidate to seek admission into Language Pandit Training Course as prescribed in the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Course Rules, 2006.

(o)"Single Window System" means a system by which available seats in all the Institutions arc offered through a Common Centralised Counselling or Decentralised Online Counselling procedure to the qualified candidates in the order of merit obtained in the Common Entrance Test.

(p)"University" means the University as defined in the University Grants Commission Act. 1956.

(q)Words and expressions used but not defined in these Rules shall have the same meaning assigned to them in the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 1993. (Andhra Pradesh Act 5 of 1983) and in the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Course Rules 2006.

3. Allotment of Seats.

- (i) University /Government /Private aided Pandit training Colleges:- All the sanctioned intake of seats in pandit training Courses in the University /Government /Private aided Pandit Training Colleges shall be filled by the Convener, LPCET Admissions. Such seats shall be allotted to the eligible candidates on the basis of rank obtained in LPCET by following the provisions of Rule 6 and Rules of Reservation as laid down in Rule 7 hereunder.(ii)Un-Aided Non-Minority and Minority Pandit Training Colleges:-(a)The seats allotted in each Unaided Non-Minority and Minority Pandit Training Colleges and these Rules for admission of Candidates shall be classified as:

(1)Category A seats

(2)Category B seats

(b)The Category A seats shall be 80% of the sanctioned intake of seats in pandit training course in the Un-Aided Non-minority/Minority Pandit training Colleges, which shall be filled with eligible candidates on the basis of rank obtained in LPCET/LPCET-AC, as the case may be, following the provision of Rule 6 and Rules of Reservation laid down in Rule 7. The Category B Seats shall be 20% of the total sanctioned intake of seats in pandit training course in respect of the Un-Aided Non-Minority and Minority Pandit Training Colleges, which shall be open for admission to all the eligible candidates on the basis of merit/rank obtained in LPCET/LPCET-AC as the case may be.

4. Eligibility criteria for Admission.

- The eligibility criteria for admission into Pandit Training courses shall be as mentioned below:

(i)Candidates should be Indian Nationals.

(ii)The candidates should satisfy local/ non-local status requirements as laid down in the Andhra Pradesh Educational Institution (Regulation of Admission) Order, 1974 as subsequently amended for admission into Category-A seats in un-aided pandit training colleges and for seats in University, Government/aided Colleges.

(iii)Candidates should have obtained a rank either in LPCET/LPCET-AC conducted for the academic year concerned and should satisfy the eligibility qualifications prescribed as below for each Pandit Training course.

(iv)Candidates belonging to "OC" and "BC" communities shall secure 35% marks (35/100) in LPCET/LPCET-AC to become eligible for admission. However there shall be no minimum qualifying marks in respect of SC/ST candidates for allotment of seats reserved under the respective categories.

(v)The candidates seeking admission should not be less than 19 years of age as on 1st July of the year of conduct of examination for joining in the pandit training course. There is no upper age limit for admission into pandit training courses.

(vi)The minority status of the students shall be decided as per the orders issued in G.O.Ms.No. 57 School Education (Trg-A-1) Department dated 21-3-2005.

5. Method of Admission.

- The general guidelines for the admission of candidates into the pandit training colleges offering pandit training Course shall be as follows:

(i)The admissions shall be made in the order of merit on the basis of the rank assigned in the LPCET/ LPCET-AC and to the extent of sanctioned seats.

(ii)Number of candidates to be admitted shall not exceed the limit prescribed to each college by the N.C.T.E. from time to time.

(iii)The admissions into all University/ Government/Private-Aided/Private Unaided Pandit Training Colleges shall be made through a single window system in the order of merit on the basis of rank assigned in LPCET/ LPCET-AC.

(iv)All the seats in Unaided Minority/ Non-Minority institutions offering Pandit Training Course shall be filled as follows:

(a)All the category A seats shall be filled by the respective institutions by admitting candidates as allotted by the Convener of LPCET/LPCET-AC, as the case may be, depending upon the option exercised by institutions as prescribed in the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Course Rules, 2006.

(b)All the category B seats shall be filled by the respective institutions in the order of merit based on the rank obtained in LPCET/LPCET-AC duly following the procedure laid down in Rule 6(d) hereunder.

(c)The admission of the candidates made in the Unaided Non-Minority/Minority Pandit Training Colleges shall be subject to scrutiny by the Inspecting Authority (LA.) appointed for the purpose.

6. Procedure of Admissions.

- (i) Each Unaided Institution which has opted for LPCET under the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Course Rules, 2006 shall indicate in writing to the AFRC within the cut-off date specified by the AFRC, as to whether the college would admit students through the Single Window System to be operated by the Convener of LPCET Admissions (LPCET Window) or the Convener of LPCET-AC Admissions (LPCET-AC) Window).(ii)For the purpose of admissions, all the institutions shall be divided into three groups viz.,

(1)Single Window-I : Institutions opting for Single Window System Operated by the Convener of LPCET Admissions from LPCET rank holders.

(2)Single Window-II : Institutions opting for Single Window System operated by the Convener of LPCET-AC Admissions from LPCET rank holders.

(3)Single Window-Ill : Institutions opting for Single Window System operated by the Convener of LPCET-AC Admissions for LPCET-AC rank holders.

(iii)The procedure for admission of candidates to the Single Windows operated by the Convener of LPCET and LPCET-AC shall be as follows:

(a)Procedure to fill up the seats through SW-I:

(i)100% seats in case of University Colleges, Government Colleges and Aided Colleges.

(ii)Category-A seats 80% in Unaided Non-Minority Institutions which opted for LPCET Window (SW-I)

(iii)Category - A seats 80% in Unaided Minority Institutions of which did not opt for S.W-II and S.W.-III.

(1)A Committee for LPCET Admission shall be constituted by the Competent Authority with the following members to advise the Convener of LPCET Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions.

1. Director of School Education	-	Chairman
2. Director, SCERT	-	Member
3. Convener of LPCET	-	Member Convener
4. Convener, DIETCET	-	Member
5. Principal, IASE, Masab Tank, Hyderabad	-	Member
6. Deputy Director (Training), O/o the DSE, Hyderabad	-	Member
7. Two subject experts each in the concerned language	-	Member
8. Special Invitee nominated by Director of School Education	-	Member

(2)The Convener of LPCET -Admissions shall collect rank lists of the qualified candidates of LPCET prepared, as per the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into pandit Training Courses Rules, 2006.

(3)The Convener of the LPCET -Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling. The decision of the Committee for the LPCET Admissions shall be final in issuing notification, the schedule and procedure of counselling.

(4)The Convener of the LPCET Admissions, SW-I shall adopt computerized Single Window System of counselling either by following centralized or decentralized Online counselling at various centres for the convenience of the candidates and shall prepare the seat matrix of University/Government/ aided/Unaided Non-Minority Pandit Training Colleges/ Unaided Minority Colleges which opted for S.W-I. He shall make all the necessary arrangements of securing manpower, admission venue, drawing scrutiny officers from other departments, fee collection, networking, facilities for Online counselling at various centres, mobilization of software etc. in consultation with the Admission Committee.

(5)No Management of the Unaided Pandit Training Colleges shall issue notification and call for applications for admission separately or individually.

(6)The candidates shall be called for counselling and provisional allotment of Courses/ Institutions shall be made in the order of merit assigned at the LPCET by following the Rules of Reservation as per Rule 7 hereunder and G.O.Ms.No. 550, Higher Education Department dated 30-7-2001 wherever applicable and such allotment is only provisional:Provided that in respect of Minority Pandit Training Colleges seats shall be allotted first to the eligible candidates belonging to the concerned Minority community only in the order of merit among the minority candidates.

(7)The selection of candidates and allotment of institutions shall be done only on the basis of merit as adjudged by the rank obtained in the LPCET subject to the condition that the candidate should satisfy the eligibility criteria prescribed under Rule 4.However, mere appearance at the Entrance Test and securing a rank in the merit list does not entitled a candidate to be considered for admission automatically into any institution unless he/she also satisfies the rules and regulations of admission prescribed by the concerned University/Government including the prescribed percentage of marks to be obtained in the qualifying examination.

(8)Subject to the provisions of sub rule (10) below, once a candidate secures admission to a particular College/Institution based on his/her option, no more claim for admission into other colleges or to any other kind of seat be entertained during the phase of admissions in which he/she obtained the admission.

(9)The candidates admitted into Unaided Pandit Training College shall pay at the time of admission the fees payable as prescribed by the AFRC. However, in respect of SC/ST students to whom the Government reimburses the Tuition Fee, shall be admitted without insisting on spot payment of Tuition Fee.

(10)Sliding shall be permissible within the Single Window operated by the Convener LPCET Admissions and the Convener of LPCET-AC Admissions in case of Unaided Pandit Training Colleges that have opted for LPCET and LPCET-AC Window respectively. The Convener, LPCET-AC Admissions shall conduct the counselling in phases if required till the last rank of LPC CET is exhausted.

(11)During the admission process through Single Window System, the qualified candidates of LPCET shall not be eligible for admission into the colleges which have opted for LPCET-AC on the basis of their rank in LPCET and vice-versa.The Convener, LPCET Admissions shall conduct the counselling in phases if required till the last rank of LPCET is exhausted. For filling up of leftover seats of minority institutions, if any, the convener, LPCET Admissions shall conduct admissions through counselling process on a date and time fixed in advance by giving adequate publicity in the press and finalise the admissions.

(12)The Convener of the LPCET Admissions shall prepare the final list of the candidates admitted institution-wise and send the lists to Director, Government Examinations, A.P. Hyderabad, concerned institutions and the AFRC.

(13)The Competent Authority in consultation with the Convener of LPCET Admissions shall fix the cut-off dates for each stage of admissions.

(14)All the candidates called for counselling shall produce the specified original documents along with duly attested photocopies of the original documents and the Convener of LPCET Admissions shall be entitled to cause verification of all the documents produced by the candidates.

(b)Procedure to fill up the seats through SW-1I: Category-A seats (80%) in Unaided Pandit Training Colleges which have opted for LPCET and admissions through LPCET-AC Window.

(1)A Committee for LPCET-AC Admission shall be constituted by the Association(s) of Private Unaided Pandit Training Colleges to advise the Convener of the LPCET-AC Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions. The formation of such a Committee shall be informed to the AFRC and the Competent Authority by the Convener of LPCET-AC.

(2)The Convener of Admissions of LPCET-AC shall collect rank lists of the qualified candidates of LPCET prepared by the Convener of the LPCET, as per the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Courses Rules, 2006.

(3)The Convener of Admissions LPCET-AC shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling. The decision of the Committee for LPCET-AC Admissions shall be final in issuing notification, the schedule and procedure of counselling.

(4)The Convener of LPCET-AC Admissions shall adopt computerized Single Window System of counselling either by following centralized or decentralized Online counselling at various centres for the convenience of the candidates and shall prepare the seat matrix of Unaided Pandit Training Colleges. He shall make all the necessary arrangements for securing manpower, admission venue, drawing scrutiny officers from other departments, fee collection, networking, facilities for Online counselling at various centres, mobilization of software etc., in consultation with the Admission Committee. Admissions finialized in the absence of Government functionary shall be void.

(5)No Management of Unaided Pandit Training Colleges shall issue notification and call for applications for admission separately or individually.

(6)Candidates shall be called for counselling and provisional allotment of Courses/ Institutions shall be made in the order of merit based on the rank assigned in LPCET by following the Rules of Reservation as per Rule 7 hereunder and such allotment is only provisional.To protect the interest of Minority Community candidates, a Government functionary nominated by the Competent Authority shall be present at the centralised counselling center or at each online decentralised counselling centers as the case may be. Admissions finalised in the absence of Government nominee shall be void:Provided that in respect of Minority Pandit Training College seats shall be first allotted only to the eligible candidates belonging to the concerned minority.

(7)The allotment of candidates to the institutions shall be done only on the basis of merit as adjudged by the rank obtained in LPCET subject to the condition that the candidate should satisfy the eligibility criteria prescribed under Rule 4. However, mere appearance at the Entrance Test and obtaining a rank in the merit list does not entitle a candidate to be considered for admission automatically into any institution unless he/she also satisfies the rules and regulations of admission prescribed by the Government including the percentage of marks to be secured in the qualifying examination.

(8)Subject to the provisions of sub rule (10) below, once a candidate secures admission into a particular College/Institution based on his/her option, no more claim for admission into any other college or to any other kind of seat be entertain during the phase of admissions in which he/she obtained the admission.

(9)The candidate admitted into Unaided Pandit Training Colleges shall pay at the time of admission the fees payable as prescribed by the AFRC. However, in respect of SC/ST students to whom the Government reimburses the Tuition Fee, shall be admitted without insisting on spot payment of Tuition Fee.

(10)Sliding shall be permissible within the Single Window operated by the Convener, LPCET and the Convener, LPCET-AC Admissions in case of Unaided Pandit Training Colleges that have opted for LPCET and LPCET-AC Window respectively.The Convener LPCET-AC Admissions shall conduct the counselling in phases if required till the last rank of LPCET. The Convener, LPCET-AC Admissions shall fill the leftover seats of the Unaided colleges in the presence of a Government nominee by following rule of reservation through counselling process, in case the seats in minority colleges are to be filled up with non-minority candidates.

(11)Each private Unaided Pandit Training Colleges shall obtain approval from the Competent Authority for admissions in respect of Category-A seats.

(12)The Convener of LPCET-AC Admissions shall prepare the final list of candidates, admitted institution-wise and send the same to Director, Government Examinations, A.P.Hyderabad, the AFRC and the Chairman of LPCET.

(13)The Competent Authority in consultation with the Convener of LPCET-AC Admissions shall fix the cut-off dates for each phrase of admissions.

(14)All the candidates called for counselling shall produce the specified original documents along with duly attested photocopies of the original documents and the Convener of LPCET-AC Admissions shall be entitled to cause verification of all the documents produced by the candidates.

(c)Procedure to fill up the seats through S.W.III: Category-A seats (80%) in Unaided Pandit Training Institutions who opted for LPCET-AC.

(1)A Committee for LPCET-AC Admissions shall be constituted by the Association(s) of Pandit Training Colleges to advise the Convener of the LPCET-AC Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions. The formation of such a Committee shall be informed to the AFRC and the Competent Authority by the Convener of LPCET-AC.

(2)The Convener of LPCET-AC of Admissions shall collect rank lists of the qualified candidates of LPCET-AC prepared by the Convener of the LPCET-AC, as per the Andhra Pradesh Conduct of Language Pandit Common Entrance Test for Admission into Pandit Training Courses Rules, 2006.

(3)The Convener of LPCET-AC Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling.

(4)The Convener of LPCET-AC Admissions shall adopt computerized Single Window System of counselling either by following centralized or decentralized Online counselling at various centres for the convenience of the candidates and shall prepare the seat matrix of Unaided Pandit Training Colleges. (5)No Management of Unaided Pandit Training Colleges shall issue notification and 'call for applications for admission separately or individually.

(6)Candidates shall be called for counselling and provisional allotment to the institutions shall be made in the order of merit based on the rank assigned in LPCET-AC by following the Rules of Reservation as per Rule 7 hereunder and G.O.Ms. No. 550, Higher Education Department dated 30-7-2001 wherever applicable and such allotment is only provisional:To protect the interest of Minority Community candidates, a Government functionary nominated by the Competent Authority shall be present at the centralized counselling center or at each online decentralized counselling centers as the case may be Admissions finalised in the absence of Government nominee shall be avoid. (7)The allotment of candidates and allotment institution wise shall be done only on the basis of merit as adjudged by the rank obtained in LPCET-AC subject to the condition that the candidate should satisfy the eligibility criteria prescribed under Rule 4. Further, mere appearance at the Entrance Test and obtaining a rank in the merit list does not entitle a candidate to be considered for admission automatically into any Course/ Institution unless he/she also satisfies the Rules and Regulations of admission prescribed by the Government including the percentage of marks to be secured in the qualifying examination.

The Convener, LPCET-AC Admissions shall fill the leftover seats of the Unaided Colleges in the presence of a Government nominee by following rule of reservation through counselling process, in case the seats in minority colleges are to be filled up with non -minority candidate.

(11)During admissions through single window system, the qualified candidates of LPCET shall not be eligible for admission into the colleges that have opted for LPCET-AC on the basis of their rank in LPCET and vice-versa.

(12)Each private Unaided Pandit Training Colleges shall obtain approval from the Competent Authority for all the admissions conducted by the institution against Category-A seats.

(13)The Convener of LPCET-AC Admissions shall prepare the final list of candidates, admitted Institution-wise and send the same to Director, Government Examinations, A.P. Hyderabad, the AFRC and Chairman, LPCET.

(14)The Competent Authority in consultation with the Committee of LPCET-AC Admissions shall fix the cut-off dates for each phase of admissions.

(15)All the candidates called for counselling shall produce the specified original documents along with duly attested photocopies and the Convener of LPCET-AC Admissions shall be entitled to cause verification of all the documents produced by the Candidates.

(d)Procedure to fill up seats under Category-B (20%) seats in Unaided Pandit Training Institutions which have opted for LPCET and admissions through LPCET-AC Window:

(1)The institution shall notify all the details of seats available under this category and conduct the admissions in a fair and transparent manner.

(2)The Competent Authority shall fix a cut-off date for filling up the seats in all the colleges of Pandit training. The list of candidates admitted with all the details shall be submitted by all the Pandit Training Colleges to the Competent Authority for approval well before the commencement of the course. The Competent Authority shall scrutinize all the admissions made and give approval for the admissions made in accordance with the rules well before the commencement of the course to avoid hardship to the students. Managements shall not conduct classes with the students whose admissions are not approved by the Competent Authority.

(3)After scrutiny, the Competent Authority shall send the approved list of candidates admitted under Category-B seats by the institutions to the Director of Government Examinations, Hyderabad and to the respective institutions.

7. Rules of Reservation for admission.

- All the seats in the University Colleges/Government/Aided and Category-A seats in Unaided Non-Minority/Minority Pandit Training Colleges shall be reserved to the following categories:(i)Region-wise reservation of seats. - Admission to 85% of the seats shall be reserved for the local candidates and the remaining 15% of the seats shall be un-reserved seats as specified in the Andhra Pradesh Educational Institutions (Regulations and Admissions) Order, 1974 as subsequently amended.Explanation. - For purpose of these rules:-(A)Local Areas means

(1)The part of the State comprising the districts of Adilabad, Hyderabad (including Twin Cities) Ranga Reddy, Karimnagar, Khammam, Medak, Mahaboobnagar, Nalgonda, Nizamabad and Warangal shall be regarded as the Local Area for the purpose of admission to Osmania University, Kakatiya University and Telangana University and to any other educational institutions (other than a state-wide university or state-wide educational institution) which is subject to the control of the State Government and is situated in that part.

(2)The part of the State Comprising the districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam shall be regarded as the Local Area for the purpose of admission to Andhra University, Acharya Nagarjuna University and adikavi Nannaya University and to any other educational institutions (other than a state-wide university or state-wide educational institution) which is subject to the control of the State Government and is situated in that part.

(3)The part of the State comprising the districts of Anantapur, Kurnool, Chittoor, Cuddapah and Nellore shall be regarded as the Local Area for the purpose of admission to Sri Venkateswara University, Sri Krishnadevara University and Yogi Vemana University and to any other educational institutions (other than a state-wide University or state-wide educational institution) which is subject to the control of the State Government and is situated in that part.

(B)Local Candidate means

(1)A candidate for admission shall be regarded as a local candidate in relation of a local area.

(a)If he/she has studied in educational Institution or educational Institutions in such local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared or as the case may be, first appeared in the relevant qualifying examination, or

(b)Where, during the whole or any part of the four consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for the relevant qualifying examination, he/she has not studied in any educational Institutions, if he/ she has resided in that local area for a period of not less than four years immediately preceding the date of commencement of the relevant qualifying examination in which he/she appeared or, as the case may be, first appeared.

(2)A candidate for admission to the Course who is not regarded as local candidate under clause (1) in relation to any local area shall,

(a)If he has studied in educational Institutions in the State for a period of not less than seven consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for the relevant qualifying examination be regarded as a local candidate in relation to,

(i)Such local area where he/she has studied for the maximum period out of said period of seven years, or

(ii)Where the period of his/her study in two or more local areas are equal, such local area, where he/she has studied last in such equal period, or

(b)If, during the whole or any part of seven consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for the relevant qualifying examination, he/she has not studied in the educational Institutions in any local area, but has resided in the State during the whole of the said period of seven years, be regarded as a local candidate in relation to

(i)Such local area where he/she has resided for the maximum period out of the said period of seven years, or

(ii)Where the period of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal period.

(c)The following categories of candidates are eligible to apply for admission to the remaining 15% of un-reserved seats:

(1)All the candidates eligible to be declared as local candidates.

(2)Candidates who have resided in the State for a total period of 10 years excluding periods of study outside the State or either of whose parents have resided in the State for a total period of ten years excluding period of employment outside the State.

(3)Candidates who are children of parents who are in the employment of this State or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar quasi-public Institutions, within the State.

(4)Candidates who are spouses of those in the employment of the State or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the Government or University OR other competent authority and similar quasi Government Institutions within the State.

(d)If a local candidate in respect of a local area is not available to fill any seat reserved or allocated in favour of a local candidate in respect of that local area, such seat shall be filled up as unreserved.

Note. - For details, see the Andhra Pradesh Educational Institutions (Regulations of Admission) Order, 1974 as subsequently amended.

(ii)All seats in University Colleges/ Government Colleges/aided Colleges and category A seats in Un-aided Non-Minority Institutions offering Pandit Training course shall be reserved in favour of SC / ST/ BC as follows:

(a)15% of seats in each course in each institution shall be reserved for the candidates belonging to Scheduled Castes.

(b)6% of seats in each course in each Institution shall be reserved for the candidates belonging to the scheduled Tribes. The seats reserved for scheduled Tribes shall be made available to scheduled Castes and Vice-versa, if qualified candidates are not available in the category. If qualified candidate belonging to Scheduled Castes and Scheduled Tribes communities are not available the left over seats reserved, for them shall be treated as unreserved seats and shall be filled by the candidates of General pool.

(c)25% of seats in each course in each institution shall be reserved for the candidates belonging to the Backward Classes and shall be allocated among the four groups of Backward Classes as shown below:

Group 'A'	-	7%
Group 'B'	-	10%
Group 'C'	-	1%
Group 'D'	-	7%

If qualified candidates belonging to Backward Class of a particular group are not available, the leftover seats can be adjusted for the candidates of next group. Even after doing this exercise, if qualified candidates belonging to Backward Classes are not available to fill up the 25% seats reserved for them, the left over seats shall be treated as unreserved and shall be filled up with candidates of General pool.

(d)No candidate seeking reservation for admission under the above categories be allowed to participate in the counselling for admission unless he produces the Integrated Community Certificate prescribed by the Government, and issued by the Revenue Authorities in the Government (vide G.O.Ms.No. 58, Social Welfare (1), Department, dated 12-5-1997)

(iii)The following reservation in admission shall be applicable to University Colleges/Government colleges/Private Aided/

Private Un-Aided Non-Minority Institutions offering Pandit Training Course in respect of Category A seats in accordance with consensus arrived at between Private Un-Aided Non-Minority Institutions and the Government.

(a)Seats shall also be reserved in each course of an institution, for the following categories, to the extent indicated against them.

(i)Physically Handicapped (PH) -There shall be 3% (three percent) horizontal reservation in each category (OC, BC, SC, ST) for Visually handicapped/hearing impaired/Orthopaedically Handicapped (each 1%) (one percent).

(ii)Children of Armed Forces Personnel (CAP) - There shall be 2% (two percent) horizontal reservation for the children of armed persons i.e. Ex-Servicemen, Defence Personnel including the Children of Border Security Force and the central Reserve Police Force residing in Andhra Pradesh for a minimum period of 5 years. After exhausting all the Children of Armed Personnel, the unfilled seats shall be allotted to ex-servicemen on merit and if any seats are still available, and the spouses of serving defence personnel shall be considered in the order of merit.

(iii)National Cadet Corps (NCC) -There shall be 1% (one percent) reservation for National Cadet corps candidates.

(iv)Sports and Games (SP) - There shall be 1/2.% (half percent) reservation for sports and Games candidates:

Provided if qualified candidates belonging to CAP/NCC/SP categories are not available, the left over scats shall be filled up with candidates of general pool of the same local area.Note. - The candidates claiming reservation benefits under the above categories shall produce original documents in support of their claim to the Convener of Admissions and the Convener of Admissions shall be entitled to refer the original documents of the candidates claiming reservation for scrutiny and confirmation, to the following authorities.

(i) NCC	-	The Director of NCC, Andhra Pradesh
(ii) Sports and Games	-	The Vice-Chairman and Managing Director, SportsAuthority of Andhra Pradesh (SAAP)
(iii) Physically Handicapped	-	The Director, Medical and Health Services, A.P.
(iv) CAP	-	The Director, Sainik Welfare Board, A.P.

(b)The priorities in respect of the special categories mentioned above shall be in accordance with Government Orders issued from time to time.

(iv)Reservation for Women: There shall be a reservation of 33-1/3% of seats in favour of Women candidates in each course and in each category (OC/SC/ST/BC/PH /NCC/CAP)/ Sports).

There above reservation shall not be applicable if women candidates selected on merit in each category exceeds 33.1 /3%. If sufficient number of women candidates are not available in the respective categories those seats shall be filled up with the men candidates of the same category.

8. Categories exempted from LPCET.

- The requirement of qualifying at the common Entrance test shall not be applicable to the departmental candidates for whom Pandit Training qualification is prescribed as essential for service regularization/ declaration of probation /promotion and deputed by the Department. They shall be given admission in any University/Govt.,/ recognized private colleges located nearer to their working place in the seats reserved to them without any reference to the Common Entrance Test. These admissions will be made over and above the sanctioned intake.

9. Fee for Pandit training Colleges.

- (i) The Government/University Pandit Training Colleges shall collect the fee as prescribed by the Government/University respectively.

(ii)Private Pandit Training colleges shall collect the fee as prescribed by the AERC constituted by the Government.

10. Penalty for irregular admissions.

- In case, irregular admissions are made without following the admission rules, the following action shall be initiated against the Principal/Correspondent of all Pandit training colleges:-

(i)Penal action as per Section 9 of the Andhra Pradesh Educational Institutions (Regulation of admissions and prohibition of capitation fee) Act, 1983 (Andhra Pradesh Act No. 5 of 1983)

(ii)National Council for Teacher Education and Government shall be informed to take appropriate action under relevant rules of Government/ National Council for Teacher Education. No Objection Certificate issued to the society for establishment of the college will be withdrawn and thereby the college looses its recognition granted by NCTE.

(iii)Minority Welfare Department shall take appropriate action in case of Minority Institutions as per G.O.Ms.No. 1 Minorities Welfare Department dated 16-1-2004.

11. Transitory Provision.

- The Permanent Committee and Fee Fixation Committee constituted by the Government vide G.O.Ms.No. 90 and 91 Higher Education Department dated 22-12-2003 and existing at the commencement of these Rules shall continue to discharge all the functions assigned to the AFRC under these rules till the Government constitutes the AFRC.
