- Final conclusionson : assessment of public purpose, less displacing alternatives,minimum requirements of land, the nature and intenfity of socialimpacts, and viable mitigation measures and the extent to whichmitigation measures will address costs.- The above analysis will use the equityprinciple as a framework of analysis for presenting a finalrecommendation on whether the acquisition should go through ornot.
