Rule ARMOURER-CLASS-III-HOME-GUARDS-ORGANISATION-COMPETITIVE-EXAMINATION-RULES-2012 of 2012

Armourer, Class III, Home Guards Organisation (Competitive Examination) Rules, 2012Published vide Notification No. GG/41/2012/HGD/102011/1571/F, dated 14.6.2012Last Updated 7th November, 2019No. GG/41/2012/HGD/102011/1571/F. - In exercise of the powers conferred by clause (c) of Section 8 of the Gujarat Home Guards Act, 1947 (Bombay III of 1947), the Government of Gujarat, hereby makes the following rules to provide for regulating the method of Examination for recruitment to the post of Armouree Class III in the subordinate Services of Gujarat State, Home Guards Organisation, namely :-

1. Short title.

- These rules may be called the Armourer, Class III, Home Guards Organisation (Competitive Examination) Rules, 2012.

2. Definitions.

- in these rules, unless the context otherwise requires,
(a)"Board" means the Gujarat Subordinate Services Selection Board, Gandhinagar or such Board as may be constituted by the State Government in this behalf;
(b)"examination" means the competitive examination for recruitment to post of Armourer, Class III, in the subordinate service of Home Guards Organisation and it includes physical test and written test;
(c)"Government" means the Government of Gujarat;
(d)"Schedule" means the Schedule appended to these rules.

3. Holding of Examinations.

(1)The Board, on receiving the requisition from the concerned appointing authority, shall hold examination for selection of candidates for recruitment to the post of Armourer, class III, in the Home Guards Organisation of the Gujarat State.
(2)The dates, time and the places at which the examination may be held shall be fixed by the Board.

4. Stages of Examination.

(1)The examination shall be held in two successive stages or specified in the schedule in the following manner, namely:

Part I – Physical Screening Test,

Part II – Main Examination.

(2)Physical screening test shall be for ascertaining the physical standard of the candidates, as specified in Part I of the Schedule.
(3)The candidates who qualify in the physical test shall be allowed to appear in the Main Examination (written test). The written test shall be held in accordance with scheme as specified in Part II of the Schedule.

5. Syllabus.

- The Board shall determine the details of syllabus of each subject.

6. Medium of Examination.

- The medium of examination shall be Gujarati except the Paper II English subject for which medium shall be English.

7. Appearing in the Examination.

- The candidate shall be required to attend all the stages of the examination at their own expenses on such dates, time and places as may be notified by the Board.

8. Application and fees for examination.

(1)The Board shall give an advertisement in at least two daily widely circulated prominent news paper of the State inviting applications from eligible candidates for appointment to the posts specified in the Schedule.
(2)A candidate who desires to appear at the examination shall be required to submit an application form as prescribed by the Board along with such fees, in such manner and within such time limit as specified by the Board, The fees once paid shall not be refunded or held over for the subsequent examination.
(3)The request for withdrawal of the application by the candidate shall not be entertained in any circumstances.

9. Conditions for Eligibility.

- A candidate shall not be qualified for admission to any of the stages of the examination unless he /she possesses all the educational or other qualifications, experience and requirements as prescribed in the relevant recruitment rules and the general relevant rules or instructions issued by the Government from time to time.

10. Qualifying Standard and Marks.

(1)The candidate who have qualified in the physical Screening test shall be allowed to appear at the written test.
(2)The Board shall fix the qualifying standard for passing the main (written) examination.

11. Prohibition to use certain devices in the Examination Hall.

(1)The candidate shall be required to answer the question paper of the examination in his own handwriting.
(2)The candidate shall not be allowed to carry with them cellular phone, calculator, pager, or any other electronic communication devices.

12. Preparation of select List and waiting List.

(1)The names of the candidates shall be arranged by the Board in the order of merit on the basis of aggregate marks finally awarded to each candidate in the written test and weightage of additional marks as specified in Part III of the Schedule and in that order, the Board shall recommend the names of the successful candidate qualified, for appointment to the extent of the number of vacancies requisitioned.
(2)The Board shall prepare the waiting list of the candidates, which shall contain ai far as feasible for twenty five percent of total number of vacancies requisitioned.

13. Result of the Examination.

(1)The Board shall declare the result of the examination and submit the same to the appointing authority;
(2)The result of the successful candidates. shall be arranged in the order of merit specifying their names, seat numbers and total marks obtained by the candidates and the same shall be caused to be published in the Official Gazette, by the Board;
(3)The Board shall display on the notice board of the Board, the List of the unsuccessful candidates specifying their names, seat numbers and total marks obtained by them; and
(4)The Board shall communicate the result to the successful candidates individually in the manner as may be decided by it.

14. No Right to Appointment.

- The successful candidates shall ordinarily be considered for appointment to the post in order of merit determined by the Board. To qualify in the main examination shall not itself confer a candidate any right to appointment and no candidate shall be appointed to the post unless the appointing authority is satisfied after such inquiry as may be considered necessary that the candidate is suitable in all respect for appointment to the public service.

15. Disciplinary actions.

- A candidate who is or has been declared by the Board or the competent authority to be guilty of-
(i)obtaining support for his candidature by any means, or
(ii)impersonating, or
(iii)procuring impersonation by any person, or
(iv)submitting fabricated documents or documents which have been tampered with, or
(v)making statement which are incorrect or false or suppressing material information, or
(vi)resorting to any other irregular or improper means in connection with his candidature for the examination, or
(vii)using unfair means during the examination, or
(viii)writing irrelevant matter, including absurd language or pornographic matter, in the scripts, or
(ix)misbehaving in any other manner in the examination hail, or
(x)harassing or doing bodily harm to the staff employed by the Board for the conduct of the examination, or
(xi)attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses, or
(xii)violating any of the conditions/instructions issued to the candidates to. appear in the examination shall, in addition to rendering himself liable to criminal prosecution, be liable-
(a)to be disqualified by the Board from the examination for which he is a candidate, or
(b)to be debarred either permanently or for a specific period
(i)by the Board, from appearing in any examination or from any interview for direct selection to be held by it, or
(ii)by the State Government, from any employment under it:
Provided that no penalty under clause (a) or (b) shall be imposed except after giving the candidate an opportunity of being heard as he may wish to make in that behalf, or
(c)to disciplinary action under the relevant rules, if he is in Government service

16. Mark-sheet and Rechecking of Marks.

(1)A candidate who desires to have his/her marks of written examination rechecked may apply to the Board along with such fees as may be fixed by the Board, within a period of fifteen days from the date of declaration of the final result of the main examination.
(2)A candidate who desires to have the mark-sheet of the Main Examination shall apply to the Board along with such fees as may be fixed by the Board within a period of fifteen days from the date of declaration of the final result of the examination.

17. Conduct and Regulation of Examination.

- The Board shall regulate all matters relating to appointment of examiners and conduct of examination in accordance with the procedure adopted by it and in conformity with the Government's order in that behalf

18. Training and Examination.

- The selected candidate shall be required to undergo pre-service training and pass the post-training examination and the departmental examination, if any,- in accordance with the rules as prescribed by the Government in that behalf.

Part I – Physical Screening Test (Qualifying Test)

The test and the qualifying standard shall be as under:
Candidate Test Qualifying Standard
Male Running 5 Kilometers In 25 minutes.
Female Running 1600 meters In 9 minutes
Ex-servicemen Running 2400 meters. In 12 minutes and 30 seconds.
Note. - Only those candidates who qualify in the physical screening test fixed for them as prescribed above shall be eligible to appear m the Main written Examination as specified in Part-II. There will be no marks for the physical screening test.

Part II – Main Examination:

Note. - The standard of question of Gujarati and English shall not be lower than of the Higher Secondary School Certificate Examination conducted by the Gujarat Secondary and Higher Secondary Education Board.

Part III – (1) Weightage of additional 02 (Two) marks shall be given to the candidates possess "C" level certificate of National Cadet Corps.

(2)Weightage of additional marks as mentioned below shall be given to the candidate possess degree or diploma certificate awarded by the Raksha Shakti University.
Class obtained in Degree/Diploma of the RakshaShakti University Additional marks to be given.
