1. Short title and commencement.
2. Definitions.
- In these rules, unless the context otherwise requires, -3. General.
4. College-wise, course-wise and subject-wise details of seats.
5. Reservation.
1. The candidate claiming to be a candidate belonging to Scheduled Castes/Scheduled Tribes category shall have to attach a valid attested copy of permanent caste certificate issued by the Competent Authority in the prescribed form (as prescribed by the State Government) with the application form.
2. The candidate claiming to be a candidate of Other Backward Classes category shall have to attach a valid attested copy of permanent caste certificate issued by the Competent Authority in the prescribed form (as prescribed by the State Government), issued on a date not earlier than 3 years from 30th April of the year of admission, with the application form.
3. As per order no. F-13-4/2006/1-3 dated 26th September 2007 issued by General Administration Department, Government of Chhattisgarh, all candidates claiming to be a candidate of Scheduled Castes/Scheduled Tribes/Other Backward Classes category shall have to produce, at the time of scrutiny, the original caste certificate verified by the Caste Certificate Verification Committee constituted by the State Government.
4. The candidate, except the candidate working with the government on regular basis, will also have to produce the domicile certificate, issued by the competent authority in the prescribed form (as prescribed by the State Government), at the time of scrutiny. A candidate who does not present the domicile certificate along with his caste certificate will not be eligible for admission against a reserved seat.
5. A candidate, who is not a resident of Chhattisgarh by domicile, will not be entitled to avail benefit of category-wise reservation.
1. If the number of seats in the State quota in a subject is odd then one more seat will be allocated to that quota in which less seat(s) was/were allocated in the previous year. If the number of seats allocated to open and in-service quota in the previous year was equal then one extra seat will be allocated to open quota.
2. If the number of total seats in the State quota in a subject is even then 50% of seats in that subject will be equally allocated for both open and in-service category.
3. If subsequent to the division of seats, additional seat(s) are allocated or returned from all India quota by the GOI before the last date of admission to the colleges in the State then principles outlined in above sub-clause 5(2)(1) and 5(2)(2) will be applied on the total number of seats in the respective subject(s) including the newly allocated seats.
4. The procedure outlined above in rules 5 (2)(1) to 5(3)(3) will be followed every year for deciding the distribution of seats between open and in-service quota for all State quota seats.
5. Provided also that the 50% reservation for in-service candidates will be maintained over a period of blocks of 4 years. The first block will commence from the year 2011.
2. The draw of lots for each quota will be done in the following manner : -

3. Provided also that if subsequent to draw of lots conducted under rule 5(3)(1) and 5(3)(2), any additional seat(s) are allocated or returned from all India quota by the GOI before the last date of admissions then the reservation for such additional seats will be decided as follows
4. The same procedure as laid down in rule 5(3)(1) to 5(3)(3) will be adopted to reserve seats category wise for diploma courses.
5. The procedure outlined above in rules 5(3)( 1) to 5(3)(4) will be followed every year for deciding category wise reservation for all State quota seats.
1. First of all seats will be filled up from Candidates with locomotors disability of lower limbs between 50% & 70%. In case of non-availability of candidates with locomotors disability of lower limbs between 50% to 70% then such unfilled seats shall be filled up by persons with locomotors disability of lower limbs between 40% & 50%.

2. The Director will conduct the draw of lots for category-wise reservation of specific seats in various subjects, before the examination as per the procedure laid down in rule 5(3) and publish the details thereof by an executive order. The details would include the following information : -

If subsequent to the publication of details as per rule 5(6) (1) and 5(6)(2) additional seat(s) are allocated or returned from all India quota by the GOI before the last date of admission to the colleges in the State then the Director will, after following the procedure laid down in rules 5(2)(3) and 5(3)(3), publish the details of reservation and distribution of seats at the time of 2nd counselling and at every subsequent counselling, if any.

2. The Maximum age limit for the selection of in-service candidates will be 45 years on 30th April of the year of examination.
3. The in-service candidates, who already hold any Post Graduation qualification (degree or diploma) in one or more subjects, will not be eligible for admission as in-service candidate.
4. An in-service candidate against whom any criminal prosecution is pending or who is under suspension or against whom a departmental enquiry is pending or against whom punitive action has been taken, will NOT be eligible for admission.
5. If the application form of an in-service candidate is not duly forwarded by the forwarding authority to the University, then such a candidate will not be eligible for admission against a seat reserved for in-service candidate.
6. If an in-service candidate was admitted to any PG course in the past as an in-service candidate he/she will not be eligible for admission in subsequent years.

9. Declaration of Result.
- The University will conduct the examination, evaluate the answer sheets, prepare the merit list and declare the result and forward the list of successful candidates to Directorate of Medical Education for counselling.Note. - There is no provision for rechecking/re-evaluation of the answer sheets and no query in this regard will be entertained.10. Merit List.
1. A candidate, who scores more marks in Part "B" of the question paper, will be placed higher in the inter-se merit of such candidates.
2. If such candidates score equal marks even in part "B" of the question paper, then candidate older in age will be placed higher in inter se merit of such candidates.
11. Final merit list of in-service candidates.
1. Subject to a maximum of 50 marks, additional marks will be given by Commissioner, to candidates for services rendered by them in rural health institutions for a maximum period of 5 years.
2. The State Government has classified health institutions in the State as "difficult", "most difficult' or "inaccessible" under the CRMC scheme vide its order no. F 1-143/08/ 17/Ek dated 23rd February 2011. No additional marks will be allotted for service in health institutions not classified as difficult, most difficult or inaccessible.
3. Additional marks will be allocated on the following basis

4. Under this rule, the period of service of candidate for which the candidate, while posted in rural area was on unauthorized absence from duty or any dies-non period or any period of leave without pay or any period on training exceeding 3 months, attachment in urban area during the tenure of rural service, will not be counted for the purpose of calculation of marks for weightage of rural service.
5. Commissioner will forward the list of additional marks awarded to each successful in-service candidate to Director.
6. The final merit list of in-service candidates will be prepared by the Director on the basis of marks obtained by the candidate in the examination (equivalent to 200 Marks) and marks secured for weightage of rural area service (equivalent to maximum 50 marks) thus a total of 250 marks.
7. In case of two or more candidates obtaining equal marks, then their inter-se merit will be decided as per procedure described in rule 10(5).
8. The final merit so prepared will only be used for the purpose of allocation of seats reserved for in-service candidates to the in-service candidates. Such a list will NOT create any right of an in-service candidate for admission to a seat not reserved for in-service candidates.
9. The counselling of in-service candidates will be done by the Directorate of Medical Education.
12. Registration for counselling and scrutiny of documents.

2. Unreserved women quota, if necessary.
3. Scheduled Tribes quota.
4. Scheduled Tribe women quota, if necessary
5. Scheduled Caste quota.
6. Scheduled Caste women quota, if necessary.
7. Other Backward Classes quota.
8. Other Backward Classes women quota, if necessary.
9. Physically handicapped quota, if necessary.
1. In case the Physically Handicapped Candidates are not available in the respective category, the vacant seats will be filled, up from other candidates of the same category in the same quota (in-service or open).
2. In case the eligible candidates to the extent of reservations for in-service candidates in any category are not available, the vacant seats will be converted to open seats of the same category.
3. In case the eligible candidates to the extent of reservations in any category (including non-service and in-service candidates) are not available, the vacant seats of that category will be filled up by converting to other categories as given below : -
4. Conversion of any seat will only be done at the time of final counselling.
1. He/she will have to submit in writing to the counselling committee an undertaking in writing about leaving the seat which was originally allotted to him/her.
2. Such an option once exercised will not be allowed to be changed or reversed under any circumstances.
3. In such an event the seat becoming vacant will be displayed prominently in the list of vacant seat available to remaining candidates. The counselling will be paused for atleast 5 minutes and an announcement regarding the same will also be made for the benefit of the remaining candidates.

15. Fee Structure.
