Rule SURVEYOR-CLASS-III-FOREST-DEPARTMENT-COMPETITIVE-EXAMINATION-RULES-2013 of 2013

Surveyor, Class III, Forest Department (Competitive Examination) Rules, 2013Published vide Notification No. GVN/2013/(16) RCT/2711/1329/D. 2, dated 14.4.2013Last Updated 7th November, 2019GVN/2013/(16) RCT/2711/1329/D. 2. - In exercise of the powers conferred by the proviso to Art. 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules to provide for regulating the method of examination for recruitment to the post of the Surveyor, Class III, in the Subordinate Service of the Forest Department, namely:-

1. Short title.

- These rules may be called the Surveyor, Class III, Forest Department (Competitive Examination) Rules, 2013.

2. Definition.

- In these rules, unless the context otherwise requires,-
(a)"Appendix" means an Appendix appended to these rules;
(b)"Authority" means any authority as may be decided by the Government to hold the competitive examination;
(c)"Board" means the Gujarat Subordinate Service Selection Board;
(d)"Examination" means the competitive examination for recruitment to the post of Surveyor, Class III, which includes the Physical Screening Test and Main Examination.
(e)"Government" means the Government of Gujarat.

3. Holding of Examination.

(1)The Board or the Authority on receiving the requisition from the Government shall hold a competitive examination for Selection of candidates, for the post of Surveyor, Class III.
(2)The date, time and the place for holding the examination-shall be such as may be decided by the Board or Authority, as the case may be.
(3)The candidate shall be required to appear at the Physical Screening Test and in the main examination at his own expense.

4. Syllabus.

- The syllabus for examination shall be as specified in part 1 of the Appendix.

5. Medium of Examination.

- The Medium of examination shall be Gujarati except for the English subject as specified at serial number (ii) in Part a of paper I of the Appendix, for which the medium shall be English.

6. Application For appearing at the examination.

(1)The candidate who desires to appear at the examination shall be required to submit the application in the form prescribed by the Board or the Authority along with such fees as may be determined by the Government from time to time.
(2)The fees shall be paid by the candidate in the manner and within such time limit as may be prescribed by the Board or the Authority and fees once paid shall not be refunded or held over for the subsequent examination.

7. Conditions for Eligibility.

(1)A Candidate shall not be qualified for admission to the examination unless he is,-
(a)a Citizen of India, or
(b)a subject of Nepal, or
(c)a subject of Bhutan, or
(d)a person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently setting in India: Provided that candidates belonging to categories (b), (c) and (d) shall be require to furnish a certificate of eligibility issued by the Government.
(2)A candidate who is required to produce a certificate of eligibility may be allowed to appear in the examination conducted by the Board /Authority and he may also be appointed provisionally subject to the production of eligibility certificate given by the Government.

8. Age limit.

- A candidate for admission to the examination shall not be less than 18 years and more than 28 years of age on date mentioned by the Board or the Authority in the advertisement.

9. Educational Qualifications.

- (i) A candidate possessing the qualification for the appointment to the post of Surveyor Class III under the relevant recruitment rules shall be eligible for admission to the examination.

10. Mode of Examination.

(1)The examination shall be held in two successive stages, in following manner, namely:-
(1)Written examination as specified in Part I of Appendix. Physical Screening Test as specified in Part II of Appendix.
(2)
(i)The candidates who qualifies the OMR test shall be eligible to appear in the physical test and on qualifying such test he shall be allowed to appear in the walking test.
(ii)The candidate shall be required to undergo a walking test of 25 kms. in case of male candidate and 14 kms. in case of female candidate in four hours duration.

11. Disqualification for appointment on ground of plural marriag.

(1)No person,-
(a)who, has entered into or contracted a marriage with a person having a spouse living, or
(b)who, having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment:
Provided that subject to the provisions of any law for the time being in force, the Government may, if satisfied that there are special grounds for doing so, exempt any person from the operation of this sub-rule.
(2)The candidate shall be require to declare in the application form whether he or she, as the case may be, is married and, in the case of male candidate whether he has more than one wife living and in the case of female candidate whether she has married to a man who has already another wife living.

12. Board/Authority's decision final.

(1)No candidate shall be allowed to appear at the examination unless the Board or the Authority is satisfied that candidate is eligible in all respect and he has complied with all the requirements including the payment of the requisite examination fees.
(2)The decision of the Board or the Authority as to the eligibility of a candidate for admission to the examination shall be final and the candidate who has not been permitted to appear in the examination by the Board or the Authority shall not be allowed to appear at the examination.

13. Prohibition to use Certain devices in the Examination hall.

(1)The candidate shall be required to answer question-paper in his own handwriting.
(2)A candidate shall not be permitted to carry with him a Cellular Phone, Calculator pager or any other electronic communication device in the examination hall.

14. Qualifying Standards.

- The Board or Authority shall fix the qualifying standards for the Examination in respect of all candidates including those belonging to reserve categories.

15. Merit list.

- The Board or the Authority shall prepare the list of successful candidates in the order or merit on the basis of aggregate marks finally awarded to each candidate in examination and in the order the Board or the Authority /Department shall recommend names of the qualified candidates for appointment to the extent of the number of vacancies advertised for:Provided that where the vacancies reserved for the candidates belonging to Scheduled Caste, Scheduled Tribe and Socially and Educationally Backward Class (including Nomadic Tribes and Denotified Tribes) cannot be filled up on the basis of the qualifying aggregate marks fixed for general category, the Board or the Authority may relax the standard of aggregate marks to make up the deficiency in the reserved posts.

16. Waiting list.

- The Board or the Authority shall prepare a waiting list of qualified candidates which shall contain 20% of total number of vacancies advertised for.

17. Result of Examination.

(1)The Board or the Authority shall declare the result of the examination in two Parts, namely:-Part-I : The names of the successful candidates who qualify in the examination to be recommended for appointment.Part-II : The names of the candidates to be kept on the Waiting list.
(2)The names of candidates contained in Part-I and II shall be published in the Official Gazette.
(3)The form and manner of communication of the result to the successful candidates individually shall be such as may be decided by the Board or Authority.
(4)The Board or Authority shall forward copy of the result to the Government in Forest and Environment Department and the Principal Chief Conservator of Forests, Gujarat State, Gandhinagar.
(5)The Board or Authority shall also recommend the names of the candidates belonging to the Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes, Women and Ex-servicemen to the extent of the number of vacancies reserved for such categories.

18. Rechecking of marks of written examination.

- A candidate who desires to have his marks of examination rechecked, may apply to the Board / Authority along with such fee as may be fixed by the Board / Authority for each paper within a period of forty five days from the date of declaration of the result of the examination.

19. No right to Appointment.

- The successful candidates shall ordinarily be considered for appointment to the post in order of merit determined by the Board /authority up to the number of posts to be filled in. The mere success in the examination shall not itself confer any right to the appointment and no candidate shall be appointed to the post unless the appointing authority is satisfied, after such inquires as may be considered necessary, and that the candidate is suitable in all respect for appointment to the public service.

20. Medical Examination.

- The candidate who is qualified for appointment shall be required to pass the medical examination in accordance with rules made by the Government, in this behalf.

21. Disciplinary Action.

- A candidate who is or has been declared by the Board / Authority to be guilty of-
(i)Obtaining support for his candidature by any means, or
(ii)Impersonating, or
(iii)Procuring impersonation by any person: or
(iv)Submitting fabricated documents or documents which have been tampered with, or
(v)Making statements which are incorrect or false or suppressing material information, or
(vi)Resorting to any other irregular or improper means in connection with his candidature for the examination, or
(vii)Using unfair means during the examination, or
(viii)Writing irrelevant matter, including absurd language or pornographic matter, in the scripts, or
(ix)Misbehaving in any other manner in the examination hall, or
(x)Harassing or doing bodily harm to the staff employed by the Board / Authority for the conduct of the examination, or
(xi)Attempting to commit or, as the case may be, abetting the Board /Authority of all or any of the acts specified in the foregoing clauses, or
(xii)Violating any of the instructions issued to the candidates along with his admission certificate permitting him to take the examination, shall, in addition to rendering himself liable to criminal prosecution, be liable-
Violating any of the conditions for admission to appear in the examination as prescribed and specified in the admission certificate.....
(a)to be disqualified by the Board /Authority from the examination for which he is a candidate; or
(b)to be debarred either permanently or for a specific period,
(i)by the Board / Authority from appearing in any examination, or^
(ii)by the Government, from any employment under it:
Provided that no penalty under clause (a) or clause (b) shall be imposed except after giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf,
(c)to disciplinary action under the appropriate rules if he/she is already in Government Service.
Appendix[See Rules 4, 5 and 10]Syllabus for Competitive Examination for recruitment to the post of Surveyor, Class IIIPart-ISyllabus for Written ExaminationThere shall be one paper of objective type with multiple choices of answers one of which will be correct. The paper shall have total 200 marks and in all 100 questions to be attended in three hours. The medium of examination shall be Gujarati except for the English subject as specified at serial number (ii) in part a of Paper I of the Appendix, which shall be English. It shall consist of 3 parts of 3 subjects as detailed below.
Duration-three hours
(a) General Knowledge/English.... Total 50 marks
(i) The General Knowledge part shall beequivalent of (30 marks) Standard-X which shall include topics ofcurrent affairs, who's-who, Science, historical and politicalevents etc.  
(ii) Elementary English; Grammar/translation/Phrases (20 marks)
(b) Surveys Total 100 marks  
This part shall consist of the followingsyllabus of ITT (survey trade) certificate level  
- Taking measurements, Trigonometry,  
- General principles of survey methods, variousold & new survey methods,  
- Surveying of various structures,  
- Surveying instruments,  
- Area determination, material and costcirculations, etc.  
- Problem and solutions of height and distance,other calculation regarding centre of gravity, load distribution,beam-cantilevers,  
(c) Mathematics (Std-X level)............ 50 marks
Simple Arithemetic, Algebra, geometry of Std- 10 level, emphasis on geometry.

Part II

Physical Screening Test
(A)The test and the qualifying standard shall be as under:

(B)
(i)The candidate shall be required to undergo a walking test of 25 kms. in case of male candidate and 14 kms in case of female candidate in four hours duration.
(ii)The Candidates qualifying for selection on the basis of OMR test will only be allowed for to appear in the physical and walking test for the post of the Surveyor.
